Position Purpose:

Supervises the work of a highway design squad and performs basic highway design studies, preliminary designs on complete projects, and prepares complete final design, right-of-way, and construction plans for highway betterment, improvement, and new construction projects ranging from the simplest to the very complex. Applies engineering practices and principles to make sound decisions and judgments related to the completion of work assignments. Description of Duties:

Applies engineering practices and principles to the supervision and direction of Highway Design Squads performing as the Project Manager for the development and review of project plans.

Supervises the work of employees engaged in designing routine projects or portions of complicated projects, intersections/interchanges, storm drainage, traffic control plans, preparing property plot drawings, computing quantities and costs, establishing alignment and grade lines, and performing all drafting and detailing work associated with the assigned projects.

Ensures highway plans are consistent with Department goals and objectives by organizing, directing, and planning the strategic efforts of highway design activities in coordination with other design support activities, construction, maintenance, and intermodal transportation systems, customer needs and expectations sound engineering practices, and principles.

Serves as Project Manager for assigned projects and ensures projects are developed on the established schedule, and that the Engineering and Construction Management System (ECMS) is utilized during the design process.
Utilizes sound engineering knowledge to identify existing site conditions that prohibit the ability to meet current PennDOT specifications and standards, thereby justifying the use of a Technically Infeasible Form or Design Exception Request.
Provides direction and allocation of necessary administrative and technical support to permit efficient, timely completion of projects through the use of in-house design squads or consultant resources.

Utilizes sound engineering judgment and practices to recommend safety improvements for inclusion in design projects.

Prepares and reviews Plan, Specification and Estimate (PS&E) packages for projects ranging in complexity from basic to complex. This package includes complete highway plans and associated highway geometrics, design calculations, construction details, tabulation of quantities, maintenance-of-traffic plans, pavement marking plans, erosion and sedimentation control plans, and cross sections, as necessary.

Utilizes sound engineering principles and knowledge of design standards to certify the quality of PS&E packages by reviewing and approving various design submissions such as Line and Grade, Typical Sections, Drainage and Right of Way Plans.
Creates estimates, including the final estimate. Calculates the working days and determining the work schedule prior to sending the package to Contract Management. Prepares the special provisions to be included in the PS&E package.

Assists the construction unit with any problems encountered during construction and reviews proposed plan changes to ensure their compliance with design standards.

Prepares or supervises the preparation of any necessary documentation to secure applicable approvals on each project. Participates on the Value Engineering Team when selected to review projects for possible cost savings.

Responds to inquiries and complaints. Resolves highway design related problems that develop during construction. Informs local officials and property owners of projects. Solicits and evaluates their input and concerns. Prepares minutes and memos to document meetings and contacts.

Coordinates the work of the District and Central Office, other agencies of the Commonwealth, consultants, and the public. Prepares correspondence, participates in public meetings and hearings when necessary. Prepares, or supervises preparation of, necessary paperwork for Federal Aid programming, fiscal and environmental documentation.

Assists other roadway squad leaders in regard to providing correct guiderail/median barrier/end treatments and answers questions from both maintenance and construction personnel relating to field installations.

Interprets and verifies that designs conform to Department policy, design guidelines, standards, specifications, and Federal Highway Administration requirements.

Conducts and participates in field views as necessary to evaluate existing field conditions and terrain and their potential impacts and effects on the highway design project.

Coordinates and attends plans review, value engineering, pre-bid, preconstruction, and public meetings for highway designs done by squad.

Plans, assigns, prioritizes, and evaluates work of subordinates. Interviews and selects employees, evaluates employee performance, approves or disapproves leave requests, initiates disciplinary action, determines subordinate training needs, coaches and counsels employees, and resolves problems.

Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP).

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Fair Labor Standards Act:

Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Makes day-to-day decisions regarding the design features of the project. This includes decisions on the technical issues, design details, coordination with other units/agencies and supervising subordinate staff. Decisions regarding major issues, i.e., scope of work, limits-of-work, design criteria, and budget are brought to the District Plans Engineer’s attention for resolution. Work, generally design projects, is assigned by the District Plans Engineer. Projects are assigned with a broad and general scope. Completed project plans are reviewed by the District Plans Engineer prior to signing and affixing a Professional Engineer (P.E.) seal.

Essential Functions
