Position Purpose:

The employee in this position functions within the Pennsylvania Department of Health (PA DOH), Bureau of Emergency Medical Services (EMS) and reports to and is supervised by the EMS Program Manager for Education. Under the guidance of the Program Manager, the employee develops, implements, and evaluates quality improvement initiatives for the Emergency Medical Services (EMS) system in Pennsylvania.

Description of Duties:

Administers the development and delivery of quality improvement to pre-hospital emergency medical services (EMS) personnel along with key public health professionals, infectious disease specialists, emergency department personnel, healthcare providers and others in preparedness for response to day-to-day emergency and non-emergent EMS issues, disasters, bioterrorism, potential infectious disease outbreaks, and other public health threats and emergencies.

Research, manages, and provides quality improvement guidance and development for the EMS system within the Commonwealth.
Collaborates with internal and external partners, including healthcare coalitions, agency providers, and government agencies, to improve EMS clinical quality and delivery through technical assistance, problem-solving, and quality improvement initiatives across the Commonwealth.
Coordinates data collection, analysis, and quality control to support federal and state reporting, program planning, and performance management for the Bureau of EMS.
Drafts and manages annual and special reports, collaborating with staff and external sources to ensure accuracy and wide distribution.
Reviews EMS training programs and continuing education sponsors to identify improvement opportunities. Serves as the Departments designated Data Contact, working closely with the Program Evaluation Unit to implement and maintain a data-driven performance management system aligned with program evaluation and performance measures.
Provides insights on legislation, policies, and program materials as requested. Develops and reviews policies, procedures, and evaluation tools for regional EMS council reports in accordance with grants and contracts.

Public Health Emergency Response – This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice and may continue for any period of time – ranging from a few hours to several weeks, depending on the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for a period of time.
