Under the guidance of the Program Manager, the employee develops, implements, and evaluates Emergency Medical Services (EMS) system education Specifically, oversee the creation and implementation of educational and training programs tailored for pre-hospital emergency medical services (EMS) personnel, as well as key stakeholders such as public health professionals, infectious disease experts, emergency department staff, and healthcare providers. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Administers the development and delivery of education and training services to pre-hospital emergency medical services (EMS) personnel along with key public health professionals, infectious disease specialists, emergency department personnel, healthcare providers and others in preparedness for response to day-to-day emergency and non-emergent EMS issues, disasters, bioterrorism, potential infectious disease outbreaks, and other public health threats and emergencies. Specifically, oversee the creation and implementation of educational and training programs tailored for pre-hospital emergency medical services (EMS) personnel, as well as key stakeholders such as public health professionals, infectious disease experts, emergency department staff, and healthcare providers. Coordinate and support the Learning Management System (LMS) leads in developing and maintaining online continuing education resources, ensuring that EMS providers have seamless access to these materials. This position will also collaborate and coordinates with other internal and external partners to enhance and expand emergency medical services educational opportunities across the Commonwealth which also includes a focus on leadership, workforce development, as well as advancement of EMS clinicians. Researches, procures, develops, and approves education training material for delivery through various delivery mediums including in-person delivery, through newsletters and brochures, and via delivery on the LMS system Collaborates and coordinates with constituent groups, service providers, task forces, committees, healthcare coalitions, federal and state organizations to initiate problem solving strategies, resolve program problems, provide technical assistance, and enhance the EMS workforce education modalities. Provides rapid dissemination of education and training announcements to PADOH staff and other key healthcare professionals across the Commonwealth. Researches, manages, and provides continuing education and training services accreditation, identifies subject matter experts for course updates and enhancements, and evaluates efficiency of educational programs. Manages the maintenance of competency-based courses that provide continuing educational credits to meet EMS certification standards set by for accrediting and regulating agencies. Coordinates data collection methods to report and monitor program activities and collects, analyzes, and interprets data for use in federal and state reporting and to assist in program planning and monitoring. Revises procedural manuals, guidelines, rules, regulations, protocols and other instructional materials. Serves on state, regional, and local committees, task forces, and workgroups to resolve problems, assess effectiveness, and determine impact of preparedness education and training programs. Provides comments, insights and interpretations of proposed legislation, policies and other material when requested by the PADOH and other agencies. Carries out emergency duties and essential job functions as directed which could involve assignments within the DOH Command Center, deployment to a field location to participate in health-related activities, or other duties as assigned. With supervisory oversight, advises and provides professional consultation to regional EMS councils related to data analysis, information interpretation, statistical research design and instrument development, application of appropriate statistical methods for data analysis, information generation and interpretation, and system evaluation to include quality assessment and improvement. Manages training institute accreditation and continuing education sponsor certification application process in accordance with appropriate rules and regulations. Reviews and in consultation with Program Manager approves applications for EMS training institutes and continuing education sponsors. Reviews and approves courses for continuing education that align with content and scope of practice as it relates to statewide Basic Life Support (BLS) and Advanced Life Support (ALS) protocols. Assists in identifying special populations for EMS response and coordinate training programs for EMS personnel (e.g. Hard of hearing/deaf, foreign speaking patient, etc.) Develops and implements EMS continuing education programs in conjunction with the EMS Specialist for online training. Programs will be developed to align with EMS protocols, scope of practice, or special interest topics effecting the Commonwealth of Pennsylvania. Travels to meetings at locations across the state. Sometimes meetings are held on weekends or evenings. Performs quality control on data and documents with data prepared for public distribution. Drafts and manages annual and special reports, which requires gathering data and input of staff and outside sources, facilitates compilation and coordination of input and preparation of reports for wide distribution. Employee also develops and reviews checklists, policies, and procedures for evaluation of regional EMS council annual and special reports in accordance with regional EMS council grants and contracts. Serves as the official Department designated Data Contact for the Bureau of EMS. Participates in and coordinates all activities (in collaboration with the Department's Program Evaluation Unit) required to implement and maintain the Department's data driven performance management system within the Bureau of EMS. Ensures data relates to performance measures and program evaluation. Analyzes, evaluates and explains current data collection systems conducted by or for the Bureau of EMS or used by the Bureau of EMS for needs assessment, program or performance management, or accountability. This includes all relevant statistical and processing reports and documentation related to data analysis, data collection methodology and instruments, legal requirements, data validation, data completeness, data quality, etc. Evaluates, and explains medical command facility applications and associated rules and regulations. Develops, manages, and maintains data and information on the Bureau's website with oversight and approval from the Program manager. Validates data reports in relationship to Right-to-Know requests and regulatory compliance investigations. Adheres to all Department policies/guidelines and legislation regarding data release and confidentiality. Public Health Emergency Response – This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice and may continue for any period of time – ranging from a few hours to several weeks, depending on the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for a period of time. Demonstrate awareness of the vulnerable populations the organization serves by identifying, providing, and advocating for resources, services, communication methods, and policies that would help those populations achieve health equity. Performs other related duties as assigned. |
