Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The intern will assist with data entry, manipulation and interpretation of submitted data as part of an underground bituminous coal mine and/or coal refuse disposal area permit revision. The data entry will reduce some of the workload of the permitting staff which in turn will allow the permitting staff to review permit revisions in a timelier manner. The intern will also assist with water loss investigation and stream flow recovery evaluations. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The intern will be assisting the California District Office in various aspects of the underground bituminous coal mine and/or coal refuse disposal area permitting process. They will assist the permitting staff with data entry and basic trend analysis that is necessary as part of the permit review process. The data will consist of groundwater and surface water quality data that has been submitted as part of the permit revision. In addition to data that is submitted with a specific permit revision, the intern may be asked to enter historical data that has been submitted with previous permit revisions or as part of the monthly/quarterly sampling requirements of the approved permit. Once the data has been entered into an electronic format (i.e., Excel) trend analysis will need to be performed to determine if any changes in the overall water quality have occurred. The analysis of groundwater and surface water quality is an important part of the permit review process and will assist the permit reviewer in determining if any changes to the hydrologic balance have occurred since the mining permit was issued. The intern will also assist the hydraulic engineer responsible for the review of National Pollution Discharge Elimination System (NPDES) permits by performing data entry. Once the data entry has been completed the intern will also assist the hydraulic engineer by calculating the drainage area for the receiving streams and any other initial NPDES permit review responsibilities that are necessary. The intern will also assist the licensed professional geologist (LPG) who investigates water loss complaints and stream recovery evaluations. The intern will assist on water loss complaints by assisting with field visits, sampling and conducting interviews of residents who have reported a water loss complaint to the mining company. Following the field visit, the intern will assist the LPG develop figures specific for the investigation, tabulate the analytical results and compare the results to drinking water standards. The intern may also be asked to assist the LPG with stream loss evaluations with data entry, manipulation and evaluation to determine if stream flows have returned to pre-mining conditions. While the interns will assist primarily with the tasks identified above, they will also have the opportunity to visit facilities related to permitted underground mine and/or coal refuse disposal area as part of the permit review process. They will also gain experience in an understanding of the regulatory process for underground bituminous mines and what is assessed prior to a permit revision being issued. Some of the specific tasks the Interns will assist with are as follows: 1. Data entry and manipulation of groundwater and surface water quality data. 2. Input of historical laboratory data into a spreadsheet or database file for future reference. 3. Assist with the preliminary data evaluation of NPDES permit renewals. 4. Conduct site visits as part of a water loss investigation, including collection of water quality samples and interviewing property owners concerning their water loss complaint. 5. Data entry, manipulation and evaluation of stream flow data to determine if stream flow has returned to pre-mining conditions. Some of the skills and experience that the Interns will receive are as follows: 1. Understanding of the permit requirements for underground bituminous coal mines and/or coal refuse disposal areas. 2. Evaluation and interpretation of groundwater quality data and determining if any changes have occurred to the hydrologic balance. 3. Basic understanding of NPDES and how discharge limits are established. 4. How water loss investigations are conducted, including the proper means to collect groundwater and surface water samples and conducting in-person or telephone interviews. 5. All work is reviewed in detail for completeness, technical accuracy, and soundness of approach. Interns will be instructed on how new and historical data should be entered into an electronic format, what type of data manipulations should be performed and how to interrupt the results of the data manipulation. The intern will provide the permit staff or supervisor with their interpretations and the interpretations will be discussed as to how it may affect the hydrologic balance. Interns will be taught the proper procedures for collecting groundwater and surface water samples, how submit the collected samples to an analytical laboratory. The intern will also learn some data interpretation and presentation techniques that will effectively illustrate the results of the sampling. Interns will be given a general understanding of the regulations regarding underground bituminous coal mining and coal refuse disposal areas and how those regulations are utilized while evaluating if a permit revision should be approved and issued. |
