Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Housed in the Office of Operational Excellence (OpEx), this managerial position supervises staff in the Quality Improvement (QI) and Performance Management (PM) unit. Under the Director of QI/PM, this position is responsible for implementing and managing a data-driven, department-wide QI/PM program as part of a team. While QI and PM are interconnected, this position focuses on quality improvement activities.

This position enhances the department’s capacity to deliver essential public health services by overseeing the work of staff performing QI/PM activities and engaging in such activities themselves. QI involves developing, implementing, and evaluating quality improvement initiatives. PM involves gathering, monitoring, and reporting program performance data (not individual employee performance). Work also involves establishing and leading cross-functional teams; facilitating continuous improvement; and managing work plans and timelines.

Work is aligned with Public Health Accreditation Board (PHAB) Standards, departmental plans, strategies, goals, and objectives.

Description of Duties:

Management/Supervision

Manages the development, management, evaluation, and improvement of the department's QI/PM program.

Provides supervision, coaching, and support to staff engaging in QI/PM activities. Develops and maintains a collaborative team environment.

Assigns work to staff including QI consultation and QI projects.

Measures the effectiveness and quality of QI activities. Ensures that all QI activities are consistently delivered, maintain high quality and customer value. Adjusts and/or facilitates adjustments to ensure continuous improvement.

Conducts performance reviews of staff work using the standard departmental Employee Performance Review processes to ensure that good communication and quality work products are maintained.

Works with the Director of QI/PM, the OpEx Administrative Officer and Human Resources to initiate the recruitment process for team members, including developing and maintaining position descriptions, conducting interviews, and selecting candidates.

Quality Improvement/Performance Management

Provides consultation, coaching, facilitation, and direct support to the department. Fosters trust, teamwork, and collaborative problem-solving. Manages resistance to change as needed. Coaches staff to do the same.

Facilitates department-wide QI activities to streamline processes, improve customer service, and enhance the department’s efficiency and effectiveness. Coaches staff to do the same.

Defines and advocates for the “voice of the customer” when improving processes, programs, and operations. Incorporates principles of ethics, diversity, equity, inclusion, and justice to QI/PM activities. Coaches staff to do the same.

Utilizes quality improvement methods and tools (e.g., process maps, fishbone diagrams, root cause analysis, prioritization matrices, etc.) to facilitate process improvement and quality improvement. Coaches staff to do the same.

Implements solutions to improve policies, programs, and services. Coaches staff to do the same.

Analyzes, interprets, and utilizes quantitative and qualitative data. Identifies statistically meaningful gaps that may require attention and recommends improvements. Communicates findings of data analysis, including visual presentations. Makes and facilitates data-informed decisions. Consults and collaborates with Data Analytics Specialist as needed. Coaches staff to do the same.

Develops SMART (Specific, Measurable, Achievable, Relevant, and Time-Bound) or SMARTIE (Specific, Measurable, Achievable, Relevant, Time-Bound, Inclusive, and Equitable) goals and objectives. Tracks progress towards these goals and objectives, allowing for before/after comparison. Consults and collaborates with Data Analytics Specialist as needed. Coaches staff to do the same.

Manages various projects utilizing effective project management practices. Creates short- and long-term plans, sets targets, delegates and tracks tasks, reports progress, achieves desired outcomes, etc. Coaches staff to do the same.

Actively participates in the QI/PM Council. Shares information, builds skills, and fosters relationships with staff from various programs throughout the department. Coaches staff to do the same.

Utilizes the DOH Performance Management System in accordance with Public Health Accreditation Board (PHAB) Standards. Consults and collaborates with Data Analytics Specialist as needed. Coaches staff to do the same.

Collaborates with program staff to identify programmatic goals, develop meaningful performance measures, track data on a routine basis, and monitor ongoing progress and performance. Consults and collaborates with Data Analytics Specialist as needed. Coaches staff to do the same.

Enters data, monitors and reports progress, adjusts as needed. Consults and collaborates with Data Analytics Specialist as needed. Coaches staff to do the same.

Utilizes program performance dashboards and/or scorecards to support quick insights and action. Consults and collaborates with Data Analytics Specialist as needed. Coaches staff to do the same.

Other

Collaborates with the department’s Accreditation Coordinator to maintain PHAB Accreditation. Compiles, creates, and reviews documentation necessary to maintain PHAB Accreditation. Coaches staff to do the same.

Creates and maintains a desk manual (how-to-guide), process documentation, and other relevant work products that identify the necessary steps of each assigned task. Coaches staff to do the same.

Assumes responsibility for professional growth and development by pursuing education, participating in professional committees, work groups, etc. Coaches staff to do the same.

Maintains a thorough understanding of the Public Health Accreditation Board (PHAB) standards. Maintains a basic understanding of the State Health Assessment (SHA) and the State Health Improvement Plan (SHIP). Coaches staff to do the same.

Public Health Emergency Response – This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice and may continue for any period of time – ranging from a few hours to several weeks, depending on the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for a period of time.

Health Equity – Demonstrate awareness of the vulnerable populations the organization serves by identifying, providing, and advocating for resources, services, communication methods, and policies that would help those populations achieve health equity. Coaches staff to do the same.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

During interactions with program areas, provides consultation and facilitation independently. Within the unit, provides supervision, coaching, and support independently. This involves synthesizing information, asking good questions, documenting details and decisions, and encouraging forward progress.

Supervisor reviews on-going work progress and results of assignments. Supervision is provided by the Director of QI/PM. Additional supervision may be provided by the Director of OpEx, in a group or individual setting.

Position uses professional knowledge to explain policies and procedures to others in and outside of this work unit. Work is performed according to Office of Operational Excellence, the department and Commonwealth established standards, policies, and requirements.

Experience:

Required

Experience supervising a unit of professional staff tasked with varied projects.

Experience conducting or facilitating problem-solving, quality improvement, and/or program evaluation activities.

Experience leading collaborative teams, delivering training, and/or providing technical assistance to a variety of audiences.

Experience analyzing data and identifying statistically meaningful fluctuations.

Experience managing projects: creating short- and long-term plans, setting targets, delegating and tracking tasks, reporting progress, achieving desired outcomes, etc.

Preferred

Experience using quality improvement methodologies such as: PDSA, Kaizen, National Public Health Performance Standards, Balanced Scorecard, Lean, Six Sigma, or similar strongly preferred, but not required.

Experience developing and/or using data collection systems to monitor program performance preferred, but not required. Experience using data visualization software such as: Excel (advanced), Power Pivot, Power BI, Tableau, or similar to develop data models and dashboards strongly preferred.

Experience developing meaningful SMART (Specific, Measurable, Achievable, Relevant, and Time-Bound) or SMARTIE (Specific, Measurable, Achievable, Relevant, Time-Bound, Inclusive, and Equitable) goals and objectives.

Experience working with public health or related programs and diverse populations.

Lean Six Sigma Greenbelt or similar.

Project Management Professional (PMP) certification.
