The Building Commissioning Program Manager is a key contributor to DGS Capital Program’s pursuit of quality by focusing on operational excellence, nurturing a human centered environment, and adopting continuous improvement thinking, practices, and tools to create an exceptional customer experience. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Lead project control and program management functions related to building commissioning across a statewide portfolio of capital construction projects. 2. Create and maintain policies and directives within the DGS Project Delivery System related to building commissioning based on industry standards. Assists the Program Management Supervisor and Assistant Director in the development, configuration, and maintenance of the DGS Project Delivery System. 3. Interface with project management teams and client agencies across a state-wide construction portfolio. Tracks key performance indicators and reports status of all ongoing Commissioning engagements. 4. Lead and collaborate with project management, procurement staff and other stakeholders to develop contracts, processes, policies, and directives (standard work) related to building commissioning that meet clients’ needs. 5. Act as Subject Matter Expert (SME) for mechanical and related systems. Conduct quality review of drawings, specifications and other deliverables related to mechanical systems and other systems related to building commissioning. 6. Provide internal and external training on the DGS building commissioning program. 7. Analyze project outcomes and develop action plans to improve the effectiveness of the building commissioning program. 8. Ensure bureau procedures are consistent with the project document governance and records retentions policies. 9. Develop an outreach strategy with industry partners and adjacent state agencies that participate in or support the building commissioning program. Gather feedback and implement action plans to continuously improve the program. 10. Advise project teams on the application of building commissioning on capital projects including contract administration, cost, scope, risk, schedule, and quality considerations. 11. Advise project teams on cost and schedule impacts related to building commissioning. Review and evaluate work plans and fee proposals from third party consultants and assists project managers to incorporate building commissioning activities in project budgets and schedules. 12. Review building commissioning consultants’ deliverables and determines whether they are acceptable based on the program’s contract and scope of work. 13. Evaluate special program consultants’ performance. 14. Participate in Project Development Studies (PDS) as related to Commissioning. 15. Perform other duties as assigned. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. • This work involves consulting with the Program Management Supervisor and Assistant Director to establish program objectives and requires an in-depth understanding of building commissioning and construction project delivery. • When a consultant is not performing to standard, this work involves using performance management procedures to improve non-performance or remove the consultant from the contract. • This work requires creating partnerships and collaborating with industry partners and may require public speaking engagements where the individual represents the Department. • In collaboration with legal and other subject matter experts, this work involves evaluating proposals and determining whether consultants are qualified to support program work. • Approves all work orders associated with building commissioning. |

Requirements Profile: Identify any specific experience or requirements, such as a licensure, registration, or certification, which may be necessary to perform the functions of the position. Example: Experience using Java; Professional Engineer License Experience: 1. College degree in mechanical or electrical engineering or related field of study. 2. Minimum of 6 years’ experience in commissioning and related work. 3. Subject matter expert in building commissioning processes including in-depth understanding of IBC, ASHRAE and other pertinent industry standards. 4. Experience developing and negotiating contracts for building commissioning services. 5. At least 4 years of experience facilitating meetings, resolving conflict, and promoting collaboration on a project team. 6.
