Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The Design Project Manager (DPM) independently manages assigned capital projects primarily during the pre-design, design, and procurement phases focusing on scope, budget, schedule, quality, and risk. Through effective and responsive decision-making, the DPM facilitates the design process using the DGS Project Delivery System taking full ownership for project success and failure and works cross-functionally with the Department’s planning and construction personnel, design professionals, third-party consultants, and construction contractors to deliver quality projects that meet or exceed the Client Agency’s needs and project values.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

1.Lead the Project Team through the pre-design, design, and construction procurement phases using the DGS Project Delivery System focusing on successful outcomes by managing stakeholder expectations and communicating progress.

2.Develop and maintain a thorough understanding of the contract documents including the Professional Agreement, Project Procedures Manual (PPM), Project Delivery Guide (PDG), DGS standard specifications, Construction Contract General Conditions and Administrative Procedures, applicable code requirements, and other relevant documents.

3.Assist the Portfolio Manager (PfMg) in creating Project Charters.

4.Identify and procure third-party consultants such as commissioning agents, cost estimators, and construction managers.

5.Work with the Bureau of Real Estate to conduct activities necessary to acquire land during the pre-design phase such as site investigations, due diligence activities, and surveys.

6.Support and assist the PfMg at Project Development Study (PDS) workshops. Develop documents for selections and negotiations based on the workshops and additional input from Client Agencies and Program Management.

7.Participate in the professional selections process including establishing and participating in the ad-hoc committee to develop scoring criteria and evaluate proposals, coordinating site visits, and working with the Bureau of Diversity, Inclusion and Small Business Office (BDISBO) to establish procurement goals.

8.Effectively onboard the Client Agency, third-party consultants, and the Design Professional and consultants on the DGS Project Delivery System, Trimble Unity Construct (Trimble), and other project specific items.

9.Model and promote behaviors that build a high performing team and emphasize the importance of achieving the project’s values.

10.Identify and implement strategies for effective stakeholder engagement.

11.Consistently communicate with the Client Agency and Project Team to maintain the team’s focus. Facilitate project meetings, ensure meeting minutes are maintained per DGS standards, and be able to present and discuss complex topics to clients, executive leaders, and/or public groups.

12.Manage risk by identifying project risks and developing risk mitigation and action plans.

13.Utilize technical knowledge and experience to review relevant design deliverables, support Project Teams, and provide feedback on constructability and biddability issues.

14.Be familiar with Design Professionals’ quality management plans (QMP) and ensure they are implementing the appropriate quality checks, reviews, and quality assurance processes for all deliverables.

15.Track project budgets and schedules, communicate variances, and proactively develop action plans to ensure projects meet established budgets and schedules.

16.Monitor working schedules developed by Design Professions and update the milestone schedules in the Trimble monthly or as the schedule changes.

17.Manage project budgets by maintaining accurate cost forecasts in the Trimble cost module and oversee all fiscal aspects of each project.

18.Implement change management procedures for changes to scope, schedule, and budget.

19.Coordinate with the Design Professional and DGS Legal to plan and develop utility agreements, proprietary product requests, coal non-use justifications, etc.

20.Champion sustainable practices and ensure compliance with Commonwealth Executive Orders and Sustainability Guidelines.

21.Facilitate pre-bid/pre-proposal conferences with contractors, the Design Professional, DGS construction personnel, BDISBO, the Client Agency, and DGS procurement personnel.

22.Participate in the construction stage by supporting the Bureau of Construction, attending job conferences, reviewing professional site visit reports, monitoring professional invoicing, approving work orders, and monitoring QA agent performance.

23.During project closeout, analyze and assess error and omission (E/O) change orders and review the Professional’s record drawings in accordance with the Professional Agreement.

24.Perform other duties as required.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

1.Evaluate and manage changes to scope, budget and schedule per Department guidelines.

2.Review and approve all design submissions.

3.Evaluate and approve additional service work orders valued under $50,000. For work orders over $50,000, evaluate and provide a recommendation for approval or disapproval to the Portfolio Manager.

4.Review and approve invoices for Design Professional basic and additional services.

5.Generate and issue administrative addendums during the procurement phase.

6.Evaluate and score proposals for third-party consultants using developed evaluation criteria.

7.Evaluate the performance of Design Professionals and other consultants per Department guidelines. Create performance remediation plans and if performance does not improve, recommend contract termination if necessary.

Experience:

Six years of professional building design, construction administration, or construction management experience for renovations and new construction for commercial, institutional, or educational buildings, and a bachelor’s degree in engineering, architecture, construction management, construction science, or a closely related field; or an equivalent combination of experience and training.

Essential Functions
