As a senior leader, the Assistant Director is a critical contributor to the success of the Bureau of Capital Projects Construction, Department of General Services. The Assistant Director is expected to plan, direct, and manage assigned operations in a manner that will meet the goals and objectives established by the Bureau Director. The Assistant Director provides day-to-day technical and administrative leadership. The Assistant Director works with the Bureau Director to continuously improve the Department of General Services Bureau of Construction. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Assistant Director operates under the general supervision of the Director of Capital Programs Construction. Success of the construction aspects of every Capital project are reviewed through continuing evaluations of performance matrix and results achieved. 2. Assists in planning and coordinating the building construction program for the Bureau of Capital Programs Construction. Responsible for many on-going Capital projects in the construction phase at any given time. 3. Assists personally and/or assigns additional construction personnel as needed to review the final design phase of every Capital project prior to releasing the project to bid. This review encompasses an assessment of the project from a constructability standpoint, with special emphasis in scheduling, duration, accuracy of cost estimate and any additional insight added based upon construction expertise. 4. Actively participates, through correspondence in the Capital Programs Construction IT system and/or scheduling and chairing video or face-to-face meetings onsite with contractors, architects, engineers, Capital Programs personnel and representatives of client agencies to facilitate discussion of any problems that have developed on a project. 5. Provides guidance to Regional Directors and reviews and approves extension of time requests. 6. Reviews and provides comments regarding project schedules and project planned durations. 7. Reviews and approves/disapproves all change orders above the dollar value designated by internal policy. 8. Assigns scheduler to projects throughout the construction phase to ensure contractors’ CPM schedule submitted during initial stages of construction is reasonable and conducts meetings and issues correspondence within Capital Programs’ IT system to address schedule concerns. Ensures schedule is approved prior to approving payments as detailed in Administrative Procedures. Meets regularly with the scheduler to discuss every active project in construction to identify any issues and resolve them to ensure appropriate extensions of time and/or delays to the project. Ensures constant communication between the scheduler and the project team (Pre-Construction Design Manager, Client Agency, Outside Professional, Contractor(s), Construction Project Manager and Construction Assistant Project Manager) assigned to every project regarding scheduling issues and overall project completion date. 9. Regularly reviews all construction projects currently under construction to determine compliance with definition of ‘successful’ project based upon established performance matrix. 10. Oversees regular evaluations of design professionals and contractors who performed work on Capital Funded projects. 11. Studies reports received from Regional Personnel who are in direct contact with projects where problems exist. Visits projects where construction problems are present. 12. Reports all serious conditions that may occur on any project to the Director. 13. Recommends appropriate actions, including default of any prime contractor who is not adhering to established Departmental procedures. 14. Coordinates Bureau budget with the Director, Deputy Secretary and the Capital Programs Fiscal Office. 15. Oversees, through subordinate supervisors, all Bureau personnel issues, including employee performance evaluations, leave approvals, disciplinary actions, counseling, training, interviewing, hiring, recommendations for reclassifications or desk audits. 16. Reviews all subcontracts submitted by the contractor when required. 17. Serve as an advisor to Regional Directors, PCs, and APCs. Monitor project development and ensure projects across each portfolio comply with project allocations and schedule milestones. 18. Ensure compliance with laws, codes and regulations throughout the capital construction portfolio. 19. Work cross-functionally with Capital Planning, Design Management, Real Estate, Legal, Fiscal, Diversity Inclusion and Small Business Opportunities (DISBO), and other agency staff to fully integrate project management services across a comprehensive statewide portfolio of projects. 20. Monitor project development to ensure effective fiscal controls and reporting are in place and incorporate appropriate risk management practices related to renovation and construction projects. 21. Assist the Director in managing annual budgets. 22. Assist the Director in developing, implementing, and continuously improving the phases, steps, processes and tools that make the DGS Construction system. 23. Provide guidance to Regional Directors to project issues to resolution in accordance with Department Policy and procedures. Recommend negotiated settlements and dispute resolutions in response to formal pre-claim and claims hearings. Coordinate with DGS legal as required. 24. Provide final determination to FDRM process when required. 25. Develop and maintain a thorough understanding of all aspects of enterprise software (e.g., eBuilder), including but not limited to, processes, scheduling, electronic bidding, time tracking, cost module, and creation of project specific reports and dashboards. 26. Attend meetings and represent the department in the absence of the Director. 27. Perform the full range of supervisory duties. 28. Performs other related duties as required. |

Requirements Profile: Identify any specific experience or requirements, such as a licensure, registration, or certification, which may be necessary to perform the functions of the position.
