Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position manages the Materials Unit and Pavement Section for Engineering District 8. This position applies sound construction & materials practices and principals to ensures District and County highway and bridge construction projects and maintenance programs are provided with technical and professional support in quality control for a wide variety of construction and maintenance materials through the Department's Acceptance Sampling and Testing Program

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Reviews and approves proposed mix designs for bituminous and Portland cement concrete; through subordinate supervisors assigns inspectors to bituminous and Portland cement plants and aggregate sources supplying district projects and recommends approval to the Bureau of Construction and Materials.

Supervises and directs compaction control activities in taking aggregate and bituminous core samples for testing; directs nuclear gauge and soil testing of embankments, subbase, structure backfills and bituminous pavements.

Initiates materials certification procedure for federally funded projects; prepares project certification letters for Bureau of Construction and Materials approval; reviews all submissions for rejected material; performs or assists in investigations and submits check samples for materials as necessary; troubleshoots materials problems; evaluates and recommends training to improve construction and maintenance materials skills or when new or revised specifications, handling and control procedures are introduced; and advises contractors and material suppliers on quality control matters.

Takes a lead role in maintaining a safe work environment for self, unit staff and visitors by following proper safety procedures and use of protective equipment; creates and encourages employee awareness of work area conditions and initiates proactive accident and injury avoidance measures; reports all personal injuries/accidents immediately, provides first-aid when appropriate, and ensures prompt medical treatment to limit risk of further injury.

Follows and enforces proper attendance, call off, and leave scheduling procedures; ensures adherence to start/stop times, breaks and meal periods; ensures effective use of available work time to minimize nonproductive or down time.

Develops and maintains effective working relationships with unit staff, other units and agencies, internal and external customers and promotes transportation mission activities.

Employee must have the ability to communicate effectively in writing and orally, to issue, receive and execute orders and instructions, and to interact with coworkers and the general public.

Capable with computer-based project delivery processes using ECMS, PPCC, eCAMMS, Microsoft Teams, and other Microsoft Office 365 applications.

This position frequently performs in both office and outdoor settings. It involves moderate outdoor work and moderate physical activity.

This position involves having to drive to various plant and project locations throughout the District and as such, must possess a valid Pennsylvania Class C Driver License.

Performs other related duties as required.

Succession Planning:

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Department Green Plan Policy:

Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review.

Fair Labor Standards Act:

Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.

Safety:

This position frequently performs in both office and outdoor settings. It involves moderate outdoor work and moderate physical activity. During periods of heavy exertion the incumbent must have the following abilities:

To work under adverse weather conditions such as extreme heat, cold, rain, wind, dust, or snow and perform limited work under adverse weather in response to emergency conditions.

To perform work in hazardous situations such as around moving heavy equipment, in and around traffic, at heights, on steep grades and slopes, ladders, and on uneven surfaces. Employee must be able to observe and react to hazard warnings, back-up alarms, flashing lights, voice commands, and hand signals.

To perform a variety of manual laboring duties such as lifting and carrying up to 50 pounds, setting up and operating field equipment. Work often requires stooping, kneeling, bending, stretching, and prolonged standing.

To withstand exposure to chemical agents, exhaust gases and lubricants, solvents, poisonous plants, animals, and insects, and potential injuries such as bruises, scrapes, cuts, strains, and sprains.

To wear all types of required protective gear including hard hats, footgear, hearing and eye protection, gloves, and respirators.

Determines appropriateness and then approves all concrete and bituminous mix designs used within the District for all construction jobs. Assists subordinate supervisors and managers with implementing their duties. For material failures and personnel issues, elevates decisions on remedial actions to the next level of management. Provide technical guidance for pavement design.
