Position Purpose:

This position performs advanced analytical and evaluative work to ensure the successful adoption, integration, and sustainability of organizational changes across the Department of Environmental Protection (DEP). The incumbent leads the analysis, design, implementation, and evaluation of change management initiatives, aligning workforce adoption strategies with agency goals, operational priorities, and strategic transformation efforts. The position provides expert recommendations to leadership on improving change effectiveness, employee engagement, and operational continuity during transitions.

Description of Duties:

1. Analyzes organizational change needs and evaluates the potential impact of new systems, processes, or initiatives on workforce operations and program effectiveness.
2. Develops, implements, and evaluates comprehensive change management strategies that include communications, stakeholder engagement, training, and workforce adoption plans.
3. Monitors and measures change effectiveness using key performance indicators (KPIs), adoption metrics, feedback loops, and readiness assessments; prepares reports and recommendations for leadership.
4. Conducts impact assessments to evaluate potential effects of change initiatives on agency programs, employee performance, and operational outcomes.
5. Collaborates with project teams, internal stakeholders, and leadership to integrate change management strategies into project and program plans.
6. Provides guidance, coaching, and technical support to managers and senior leaders to ensure effective adoption of changes and alignment with agency objectives.
7. Leads cross-functional initiatives to facilitate workforce engagement, knowledge sharing, and continuous improvement during transitions.
8. Identifies and mitigates risks associated with change initiatives, including potential employee resistance and operational disruptions.
9. Prepares presentations, procedural documents, and formal reports to communicate findings, progress, and recommendations to leadership and stakeholders.
10. Functions as a lead analyst by assigning, reviewing, and guiding work related to change initiatives; may supervise or provide technical oversight to staff performing analysis and implementation tasks.
11. Continuously evaluates and refines change management processes to improve operational efficiency, employee engagement, and adoption of agency initiatives.
12. Performs related analytical and evaluative work as required.
