This position, in the Obesity Prevention and Wellness Section, Division of Nutrition and Physical Activity, Bureau of Health Promotion and Risk Reduction supports the Pennsylvania Department of Health’s mission to promote healthy behaviors, prevent injury and disease, and to assure the safe delivery of quality health care for all people in Pennsylvania, through its responsibility for planning, administering and evaluating strategies to prevent and control childhood obesity. Responsible for the administration and implementation of the CDC DP23-0002, PA WSCC Grant. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Program Management: Gathers evidence and data from reputable sources, including, but not limited to CDC, The Community Guide, The National Academies of Sciences, Engineering and Medicine, and peer reviewed journals to inform approaches, strategies and program development to improve nutrition and increase physical activity to prevent and control childhood obesity. Leads the development of program direction for assigned public health programs, including the development of goals and objectives. Establishes and maintains effective working relationships with federal, state, and local partners, providers, and governmental entities. Maintains a current understanding of the complexities of obesity, social determinants of health, and health disparities to inform the development and implementation of targeted interventions. Demonstrates awareness of the vulnerable populations the organization serves by identifying, providing, and advocating for resources, services, communication methods, and policies that would help those populations achieve health equity. Reviews policies and procedures and interprets and applies regulations and funder mandates to support job duties. Supports and coordinates the development of grant application to apply for funding to support obesity prevention and control strategies. Analyzes obesity-related legislation and prepares analysis using appropriate DOH-formats to provide program’s position on legislation. Convenes and collaborates with stakeholders to recommend and implement systems changes and policy to support improved child nutrition and physical activity. Participates actively in advisory committee meetings as assigned. Recommends resource allocation and prepares funding proposals to support program goals and objectives. Program Evaluation Develops evaluation plans in collaboration with program partners and evaluator in order to support the evaluation of strategies. Develops evaluation tools in collaboration with program partners and evaluator in order to support the evaluation of strategies. Develops performance measures and target metrics in collaboration with program partners and evaluator to monitor program outcomes. Implements evaluation plans in collaboration with program partners and evaluator in order to support the evaluation of strategies and documentation of program outcomes. Assesses program outcomes to identify, recommend and implement methods for improvement and modification. Evaluates policies or programs with equity tools to ensure that disproportionately impacted populations are identified, considered and included in policy or program implementation. Oversee school wellness contracts/subcontracts to provide professional development and technical assistance to school staff on a variety of topics such as Whole School, Whole Community, Whole Child (WSCC); Comprehensive School Physical Activity Programs; School Health Index; Local Wellness Policies. Administer Pennsylvania’s Healthy Eating and Physical Activity for Out-of-School Time program. Collaborate with partners, organizations and other state agencies to implement federal grant activities, collect evaluation data and complete required federal reporting Represent PA Department of Health on Pennsylvania Farm to School Network Leadership Team and associated workgroups. Serve as required reviewer/representative on PA Department of Education and PA Department of Agriculture grants and projects (Pennsylvania Farm to School Grant Program and Farm to Child Nutrition Summits). Communication Coordinates with federal, state, and local partners to explain program requirements and accountability for evaluating and reporting process and outcome measures to federal and state agencies, community stakeholders, and advocacy groups. Develops dissemination plans and products to share program outcomes to inform partners and stakeholders. Prepares grant progress reports in accordance with funder requirements. Educates partners, stakeholders and the public on obesity and evidence-based policy, system and environmental practices, strategies and interventions that can be implemented to prevent and control obesity. Participates in meetings with funders to provide status updates and obtain technical assistance. Prepares professional power points, talking points, reports and correspondence to communicate with partners, stakeholders and the public on obesity and related topics. Serves on committees, boards, or task forces, as assigned, as the program representative for the department and to build relationships, identify opportunities for collaboration, share information and support program goals. Contract Management Oversees selection and monitoring of grantees and contractors to support the implementation of assigned obesity prevention and control strategies. Negotiates, administers and monitors grants and contracts for assigned obesity prevention and control strategies using status calls, monitoring reports, site visits and other relevant monitoring and evaluation tools. Develops grants, contracts and MOUs for assigned obesity prevention and control strategies, including non-solicitation award documents, work statements, program narratives, budgets, and amendments in accordance with Department bulletins. Evaluates program compliance using funder and Department guidance to ensure program goals and policies are being met. Monitors invoices and expenditures in accordance with state and federal guidelines in order to ensure funds are being expended appropriately. Maintains an ongoing relationship with contractors and grantees based on the goals of the Obesity Prevention and Wellness Section and funder requirements in order to implement program objectives. Develops and recommends plans of correction for contracted entities and monitors implementation. Performs other duties as assigned. Public Health Emergency Response: This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advanced notice, and may continue for any period of time, ranging from a few hours to several weeks, depending upon the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for periods of time. |
