Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Reviews role requests and determines appropriateness based upon the employee’s position description and the master roles document. Ensures PD profiles and structural authorization assignments are considered and added to request. Determines appropriate routing based upon the request, findings of analysis and moves forward accordingly for further review or processing. Submits requests on behalf of program as needed. Provides support to hiring managers or HR staff on role inquiries. Coordinates the TCP program: reviews work orders to ensure appropriate usage, requirements and parameters are met; provides guidance on new placements, extensions, separations, and discipline reporting procedures; submits work order for approval and upon notification of approval, notifies program offices of placements; reviews and submits extension requests and upon notification of approval for extension, notifies program office of approval and maximum one-year time period; and maintains work order records and tracking report. Reviews request for annuitants to determine appropriateness; coordinates CAR-A review and approval process; provides program with guidance on next steps; and maintains tracking report. Coordinates employee performance review (EPR) program: tracks due dates and completion; sends reminders to program; reviews completed EPRs and informs Labor Relations as necessary; submits PARs to grant regular civil service status or extend probationary period, as appropriate; compiles and submits annual EPR timeliness report; and maintains tracking report. Serves as Electronic Official Personnel File (eOPF) coordinator: receives, scans, creates, uploads and certifies documents into eOPF; receives and monitors litigation holds and preserves documents in accordance with retention schedules after litigation hold is cancelled; provides guidance on appropriate documents to be included in eOPF; purges documents in accordance with retention schedule; provides guidance on eOPF review process; and coordinates record review for release with appropriate staff and/or assigned agency attorney. Reviews Financial Disclosure (FD) forms that are submitted via the FD website; approves submissions and forwards to designated legal reviewer or returns to employee for necessary corrections and resubmissions. Responds to employee questions and assists employees with the completion of FD forms using the website or hardcopy versions. Uploads any paper forms received from employees to the FD website for review. Maintains a log of non-compliant employees for each filing year and runs compliance reports for follow-up by the agency Employee Relations Chief. Communicates with the State Ethics Commission on issues that arise regarding employees who are unable to complete FD forms due to serious health conditions. Researches and completes various documents, such as, public service loan forgiveness, employment verification forms and verifies official documents for benefits. Prepares and drafts a variety of correspondence or training materials. Receives, date stamps and distributes all incoming and outgoing mail. Prints and mails separation letters to employees. Serves as the office receptionist by greeting visitors, answering main phone line, and screening/directing phone calls to staff within and outside the office. Answers general routine HR related inquiries. This position description in no way states or implies that these are the only duties to be performed by the employee occupying this position. The position may require travel throughout the state periodically on an overnight basis. Performs all other duties as assigned. |
