Position Purpose: Describe the primary purpose of this position and how it contributes to the organizations objectives. This is managerial work responsible for assisting the Wildlife Regional Director in planning, developing and directing all activities in the management of regional wildlife resources. This position is responsible for coordinating the integration of the regional wildlife management, forestry, and habitat and land management. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Under the leadership of the Wildlife Regional Director, direct the wildlife resource operations to include wildlife management, forestry, habitat and land management in order to manage, enhance, and conserve the wildlife resource. Assists the Wildlife Regional Director with interpreting programmatic direction from the Bureaus of the Pennsylvania Game Commission and identifying resources needed to meet program goals, objectives, and priorities. Conducts periodic evaluations of each wildlife resource program in the region to determine efficiency and effectiveness. Directs the wildlife resource operations on game lands and other public and private lands. Directs the management and research support of wildlife to maintain wildlife populations. Exchanges information between the regional wildlife resource operations staff and the central office. Approves goals and objectives for regional wildlife resource operations. Supervises a staff of, technical, skilled, professional, supervisory, non-supervisory employees which includes assigning and reviewing work, conducting performance reviews, monitoring performance, and approving/disapproving leave requests. Assists the Wildlife Regional Director in the development and implementation of regional policies and procedures by applying current wildlife management concepts. Communicates and interprets rules, regulations, standards, and objectives of the agency or program for subordinates. Reviews work performed by subordinate staff for compliance with established rules, regulations, policies and program goals. Gather needs and wants from all classifications within all wildlife resource operations. Prioritize accordingly and provide report to the Wildlife Regional Director as needed. Reviews the preparation of service purchase contracts, field limited purchase orders, and all reports and correspondence related to purchasing. Present concerns and suggestions to the Wildlife Regional Director. Assists the Wildlife Regional Director in the development and implementation of an annual budget. Conducts monthly meetings with wildlife resource management supervisors to review and assess work plans and implement integration among each division. Represents the agency on wildlife resource operations matters before federal, state and local authorities. Advises and confers with government agencies, conservation groups, sportsmen's organizations, and the public on wildlife resource operations. Performs and supervises public speaking engagements related to wildlife resource operations. Directs the maintenance of equipment, vehicles, and other supplies necessary for wildlife resource operations. Directs and supervises the transfer, stocking and trapping of wildlife necessary to maintain wildlife populations. Manages the use of shared equipment within the wildlife resource operations. Develops and determines training needs as necessary for regional wildlife resource operations. Develop maintenance plan to maintain, repair and/or replace equipment to ensure safety and work efficiency. Review volunteer programs, non-profit organizations and other outside agencies to determine the regions involvement. Assists in the direction of the development, acquisition and maintenance of state game lands. Reviews and recommends the maintenance, replacement, and proper operation of on- and off-road vehicles and motorized equipment used by wildlife resource operations. Review and recommend the direction of maintenance and operation of game land buildings. Assists in the preparation of reports and correspondence of the regional office. Conducts interviews and makes recommendations for vacancies. Operates a state issued motor vehicle to travel to various work sites. Performs a full range of supervisory duties. Including completing Employee Performance Reviews according to due date. Pre-Disciplinary Conferences to assure that all proper documentation is gathered, and a thorough investigation is completed. Performs other duties as assigned. Essential Functions: 1. Ability to direct a field region work force in forestry, wildlife, and habitat disciplines through supervisory staff. 2. Ability to direct personnel management programs, including: recruitment, selection, training, promotion, labor relations and employee discipline. 3. Effectively communicates orally and in writing 4. Prepare and maintain forestry, wildlife and habitat accomplishment and fiscal reports. 5. Ability to travel throughout the Commonwealth, including overnight stays. 6. Interpret and write technical wildlife resource operations materials. 7. Operates motor vehicles. 8. Maintain an active motor vehicle license. 9. Utilizes computer/scanner/printer with MS Office programs. 10. Be able to perform public speaking engagements. |

Must be fully aware of the content of the Collective Bargaining Agreements, Master Memorandum, and provisions of related side letters and appendices. Make decisions on the hiring, development, promotion, and discipline of employees. |
