Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Plans directs and schedules the work of Pennsylvania Game Commission Dispatchers engaged in responding to statewide requests for emergency and non-emergency wildlife services. Work includes performing the full range of supervisory duties, monitoring system operations taking appropriate action when system anomalies occur, and notifying agency managers of significant incidents. Includes operating a radio, telephone, audio recorder, and computer to coordinate communications between State Game Wardens, PGC staff, law enforcement agencies, and the public. Work is performed with considerable independence under the general supervision of the Centralized Dispatch Operations Manager and is reviewed for conformance to established policies and procedures through reports and conferences. Performs public service dispatching work which involves receiving, dispatching, and coordinating information and processes in the PGC Centralized Dispatch Center in addition to performing a variety of general support duties related to communication activities, including record keeping, typing, and filing. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Supervises Pennsylvania Game Commission Dispatchers and provides direction, guidance, and problem resolution to ensure efficient operations. Monitors communications center operations involving answering, evaluating, and prioritizing incoming telephone calls regarding wildlife, wildlife laws, and all aspects of PGC operations per agency policies and procedures. Assists staff in resolving operational issues and researching new methods to improve services. Develops and administers staff goals and training programs. Prepares work schedules to ensure adequate employee coverage and efficient operation of the Centralized Dispatch Operations Center. Assists with the development and maintenance of operational and procedural instructions and manuals used by dispatchers. Participates in the development and maintenance of Centralized Dispatch Operations Center emergency response plans. Investigate complaints regarding response times and levels of service provided by staff and recommend corrective action to the Centralized Dispatch Operations Manager. Receives and prioritizes incoming messages and the appropriate disposition of messages; relays information over radio and telephone; enters information into computer systems; monitors the activities of all assigned officers. Testifies in court as required. Performs the full range of supervisory duties. An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements. Answer all telephone lines and provide information, answer questions, and refer calls to appropriate personnel. Hear, understand, and relay radio and telephone messages. Operate Radio System to relay and receive information to/from State Game Wardens (SGWs), Land Management Group Supervisors (LMGS), and other PGC Personnel. Use a computer-aided dispatch system (CAD) to receive and process emergency/non-emergency calls from the public, PGC Personnel, or other emergency/non-emergency services. Use various office software packages including all Microsoft Office applications proficiently. Input information into the CAD system by creating incidents for assignment to appropriate personnel for action and/or documentation. The CAD incident system includes but is not limited to, maintaining the status of regional office staff. Record: Traffic Stops, Search Warrants, and Arrest Warrants for State Game Wardens. Coordinate communications between multiple units, agencies, and jurisdictions; maintain contact and monitors the status of SGWs, LMGS, field units, and staff. Record, prepare, and disseminate special CAD-related projects for the supervisors. Operate Clean & JNET to run queries for Game Commission personnel and other Agencies as requested. Request and/or confirm wanted, missing, and dangerous person "hits" via the CLEAN system. Modify information on warrants and cancel warrants as are generated by the CLEAN system. Establish and maintain hard copy files to document activity on the CLEAN system. Maintain a CLEAN Query Log for Criminal History Requests by personnel for CLEAN Audit. Operate mapping software to retrieve information on SGW car locations and history on their locations as needed. Operate the PGC Dashboard to retrieve information regarding bear, elk, bear capture, game law violation, and permit information. Able to retrieve hunter education certification. Operate Pennsylvania Automated License System (PALS) through the secure administrative website to retrieve hunter license information such as active privileges, harvest information, etc. Navigate through multiple computer screens by use of a computer mouse or other standard method in order to input, verify, and correct data. Briefs the relief dispatcher of significant activities, prior shifts, and all active incidents. Communicate clearly and effectively in oral, written, and data entry formats. Participate in mandatory training programs as required. Perform required duties for extended periods of time, including time worked more than the normal daily duty shift and rotating shift work. Remember strings of letters, names, numbers, locations, codes, and acronyms Instantaneous visual recognition of Computer Aided Dispatch screen changes and alerts Read and discern colors as they are displayed on computer monitors Hear radio traffic, ringing telephones, and audible alarms while speaking on the radio or telephone Perform repetitive motions Recognize/relate sound to situations based on frequencies or voice inflection within the normal range of human hearing Communicative Skills Listen, understand, summarize, convey, and retain basic instructions and detailed information Hear multiple conversations simultaneously, distinguishing between voices and sources to obtain relevant information quickly and accurately. Speak, read and write the English language in a clear, understandable fashion, using good diction and appropriate grammar Type and verbally provide accurate information Reasonably identify and display basic non-verbal communication (body language) Effectively relate to or communicate with a variety of personality types during interpersonal telephone and radio contacts.
