Position Purpose:

The Executive Financial Associate (EFA) will assist the Audit Manager in performing Commonwealth-wide risk assessments. The EFA will also assist the Audit Manager in planning, creating, and monitoring of the Risk Based Audit Plan to ensure that the audit plan is complete and beneficial in determining agency risks as well as the corresponding audit response to address and mitigate these risks.

The Executive Financial Associate will assist the Audit Manager in performance of Commonwealth-wide risk assessments in accordance with methodologies, approaches, techniques and practices. Assignments given are intended to facilitate understanding of the interrelationships among the Governor’s Budget Office, other state agencies, Treasury, the Auditor General, the federal government, vendors, recipients, and sub-recipients.

Administration and Planning
• Gain an understanding and work towards the achievement of the strategic objectives and performance measures for the audit organization and as it supports the Office of Comptroller Operations (OCO) and Office of Budget (OB).
• Recognizes and is cognizant of all policies, activities and deployment of resources within the Bureau of Audits (BOA) to be consistent with its mission.
• Participates in career development and training opportunities in accordance with Commonwealth personnel management policies

Operations Management
• Works with the Audit Manager to help facilitate Risk Assessments and to assist management in evaluating multi-agency and Commonwealth processes and functions.
• Assists the Audit Manager by performing data mining techniques and applies analytical methods, such as determining patterns, trends, or irregularities; benchmarking; synthesizing information; and drawing conclusions using audit software tools.
• Communicates with Audit Manager regarding the progress of assignments and/or specific issues.
• Promotes teamwork by sharing knowledge.

Regulatory and Policy-Related Duties
• Adheres to all OCO and BOA office policies and procedures.
• Adheres to the Governor’s Code of Conduct.

External Collaboration and Leadership
• Assists the Audit Manager with the development of management and executive level reporting (i.e. status reports, presentations, etc.) for internal and external stakeholders, including the Audit Committee, to facilitate strategic decisions about risk, goals, objectives and initiatives.

Performs other duties as assigned.

Decision Making:

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

This position works under the direct supervision of the Audit Manager, who will assign the work, give preliminary instructions, and reviews work in progress and upon completion for quality, adherence to established standards, and professional development. Professional judgment should be exercised regarding risk assessment. Assigned tasks are to be performed independently with minimal supervision from the Audit Manager.
