This position performs routine, complex analysis in the development of technical works and reports related to production driver license and motor vehicle information technology systems and other related systems within the Data Service Section of PennDOT’s Information and Fiscal Services Office. The incumbent is responsible for analyzing business needs, developing the proper reporting tools for the business area impacted, and advising on and suggesting improvements in the business areas processes. The incumbent uses problem solving skills to work with the business areas to suggest improvements that may make operations run more smoothly and efficiently by capturing relevant data and providing reporting tools to operational managers and executive staff. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Evaluates needs and requests for reports and data. Additionally, works closely with operational managers at all levels of Driver and Vehicle Services to advise on and offer suggestions for improvement and develop processes for more efficient business processes through use of data and reporting tools. Suggests improvements through automation where appropriate and makes recommendations for output improvement in order to reduce manual processing and increase quality of work. Performs scheduled reports tasks which are complex and analytical in nature. Serves in project lead functions related to the development and use of reports associated with production driver license and motor vehicle technology systems. Gathers necessary background data necessary to develop effective reports. This may include interviewing employees, supervisors, and managers of various operational areas. Uses problem solving skills to work with the business areas to suggest improvements that may make operations much more smoothly and efficiently by capturing relevant data and providing reporting tools to operational managers and executive staff. Responds to requests for Motor Vehicle (BMV) and Driver License (BDL) data from all Bureaus within Driver and Vehicle Services (DVS), outside agencies, and other external. customers and organizations based on established policy and procedure for obtaining data. Data is used for a variety of purposes for operational use, trend analysis, evaluation, and making departmental decisions. Works with operational managers to develop business process changes which may be required as a result of reported data. Creates and maintains a desk manual that documents all recurring reports. Manual should detail all reports run, frequency and schedule, description, distribution recipients, format instructions, and process to create and run each report. Ensures quality control relating to report functions to ensure all business needs are met and reports are accurate. Coordinates with the Bureau of Solutions Management, Bureau of Infrastructure and Operations, and DVS Program Management Office (PMO) Production Application Support staff on production reporting and data issues, along with access to electronic data and specific coding requirements. Responsible for support, analysis of data, and resolution activities for production data and reporting issues noted by Driver License Center, central office, and business partner staff. Builds complex, customized report queries using Crystal, Vision Builder (Mark IV), SAS, Query management Facility (QMF) and other reporting tools used by the Department. Establishes recurring reports and ensure timely completion of all scheduled report runs. Distributes reports and provides in a variety of media, which includes but is not limited to paper, electronic, Excel format, and MS Word Format. Ensures that the Data Services Section Manager is made aware of all general outages pertaining to report generation and distribution, which affects the ability of staff to service customers and managers to effectively monitor operations. Participates in system development and testing activities as required to ensure reporting capabilities are available and meet the needs of the Bureau of Driver Licensing (BDL), Bureau of Motor Vehicles (BMV), Bureau of Driver and Vehicle Program Services, Bureau of Support Services, and the Risk Management Office (RMO). Guides business users and supports all user acceptance testing as it pertains to reports generation, processing, and distribution when system implementations and upgrades occur. Conducts and assists with training to operational staff in various Driver and Vehicle Services areas for reports generation and handling. Assists reporting staff which include report related duties as well as Help Desk operation. Work with peers within Production Application Support Section and the Data Services Section to address customer and system related issues. Maintains/updates the Driver Licensing and Credentialing (DL&C), Commonwealth Automatic Registration and Titling System (CARATS), and Motor Vehicles and Drivers Licensing Systems (MVDLS) codes tables, user, and printer menus to assure proper access to processes within these systems. Maintains all user requests for the process units having access to the IMS (CARATS, DL&C and TSO), MVDLS, Dealer (DAS), Inspections, Placards, Auto Auctions, TA Agent, Court Magistrate Reporting, Non-CDL Driver, Electronic Lien and Title program (ELT), National Motor Vehicle Title Info System (NMVITIS), and CMV/ARP system. Manages and assigns remedy tickets that are assigned to the DVS PMO Group Works in Enterprise Security Solution (ESEC) to review and respond to system access request for modernized apps such as: Placards, MVDLS, Inspections, Dealers, DL&C Integration Solution (DLIS) Maintains School Bus Instructor, Motorcycle Instructor, Mobile App, Court Magistrate, CDL Party users and sites, and CDL Third Party sites and users Tester Tables Provide printer table support and testing/setup of new locations for all Online Messengers, which includes working with BIO and Output control for Online Messenger printing, in addition to system testing updates. Maintains and supports user access through various support for all supplemental applications, internal and external, including but not limited to GateKeeper, SiteMinder, et. al. Maintains database of Confidentiality Forms and updates related to codes table audit as identified by RMO, Human Resources, and other bureaus/offices for clean-up initiatives as required. Assists contractors in support of IT projects by providing business area reporting requirements, processes, and outputs needed for reports. Works independently. Output is reviewed upon completion by technical and administrative superior for compliance with general instructions, policies, and requirements. Participates as the Reports Subject Matter Expert (SME) in requirements and design sessions. Follows the Driver and Vehicle Services Customer Service Policy and ensures that Commonwealth Information Technology Bulletins (ITBs) are utilized in all work performed. Performs off hours support and reporting as required for implementations, including before and after regular scheduled times and weekends. May be required to work when a full-day and/or partial-day office closing is authorized. To include but not limited to early dismissals for inclement weather; the day before holidays; special holiday closings. Performs related work as required. |

Assignments are distributed by the unit supervisor/work leader. Work is assigned in general instruction directly to the Management Analyst I by the supervising Management Analyst Supervisor. Work is reviewed for efficiency, completeness, and end result. This position will be headquartered at the above address with the potential for hybrid telework schedule of some type in the future. It is up to the unit supervisor to determine the readiness of each applicant. |
