Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is professional work assisting in the analysis and development of policy and regulations in the Quality Assurance (QA) Deputate of the Department of Health (DOH). This position serves as a regulatory specialist supporting the Regulatory Manager in QA in the review, revision and development of regulations related to licensed entities in the Bureau of Health Facilities and Home Care Services (BHFHCS).

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Conducts studies of programs under the BHFHCS to identify key regulatory issues and assists in drafting recommendations for the development of regulations regarding licensing hospitals, ambulatory surgical centers, acute care facilities, home health care, end stage renal centers, indoor tanning, hearing aid programs and drug, device and cosmetic oversight.

Analyzes data, researches assigned topics, interviews program managers, and summarizes comments from interest groups, publications, and officials of other states and the Federal Government.

Participates in the review and drafts analysis of state and federal regulations and proposed legislation.

Researches and analyzes regulatory issues in support of the development of new or modified regulatory recommendations.


Conducts research and compiles information on regulatory standards established by other states, accreditation bodies and national organizations.

Reviews Federal requirements to establish minimum state regulatory requirements.

Attends meetings with program managers to assess the impacts of legislative initiatives on regulatory development.

Identifies and recommends policy options to be considered in the development of overall regulatory recommendations.

Participates in the preparation of reports of findings and analysis.

Drafts policies and procedures to ensure new regulations are being met.

Reviews and coordinates responses to all public comments to DOH proposed regulations.

Drafts regulations for review by Regulatory Manager and Program Managers.

Assists higher level policy managers or specialists in developing and using advanced analytical techniques.

Supports the Regulatory Manager in scheduling internal and external stakeholder meetings, preparing agendas, taking minutes for all internal and external discussions, maintaining an issues list, project timelines and other support as needed.

Performs related work as required.

The position has limited independent development of regulatory recommendations. Work is reviewed by the Regulatory Manager through conferences and reports for soundness of methodology and effective writing.
