Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

As the Capital and Debt Manager, you will collaborate with the Executive Leadership Team to ensure the long-term financial vision for the Governor’s Budget Office. This position is responsible, at a high level, for monitoring the Commonwealth sinking fund, bond fund cashflows, issuing debt, producing bureau sections of the Governor’s Executive Budget Book (Capital and Debt). Manage a team of two Capital and Debt Analysts. Work with analysts to facilitate components of the capital budget submission process, managing Commonwealth’s capital program by maintaining working relationships with managers in other agencies, monitor capital projects are accurately submitted for funding release, and ensuring compliance under the Continuing Disclosure Agreements.

Responsibilities also include assisting in the preparation of GO bond documents by participating in meetings with bond counsels, bond disclosure counsels, financial advisors, Director Bureau, and Budget Secretary.

Description of Duties:

• Responsible for the centralized management of debt and bond issuance, financing, restructuring, debt ratios, debt servicing and savings, related cash flow, compliance and reporting.
• In depth knowledge of municipal debt financing including general obligations bond, revenue bonds, VRA debt, taxable and tax-exempt debt, competitive vs. negotiated sales. Sound working knowledge of end-to-end debt issuance.
• Support Director Bureau in maintaining and managing the Debt policy.
• Develops, implements, monitors, and manages debt financing strategies to ensure the Commonwealth retains and/or improve its bond ratings.
• Develops, manages and monitors operational processes to ensure all debt management and servicing practices comply with all applicable laws, regulations, and covenants.
• Assists in the development and evaluation of the Commonwealth’s Capital Facilities Fund cash flow analysis as well as the General Fund and other various bond funds.
• Monitor and provide expenditure reports to assist in the completion of annual Commonwealth capital expenditure reporting.
• Reviews and develops financial policies for recommendation to Director Bureau.
• Responsible for the timely completion of multiple sections within the Governor’s Executive Budget Book, including Commonwealth public debt sections and assisting in the development of the Commonwealth’s capital budget.
• Assists in coordinating and compiling capital project submissions with other state agencies to be included in the Governor’s Executive Budget Book.
• Responsible for maintaining and updating Commonwealth bond documents, as well as other Commonwealth related financial information, in Munite a resource used by potential investors.
• Participates in working discussions with Commonwealth financial advisors in preparation for bond issuances, or as needed.
• Participates in meetings with Director Bureau and Secretary with external parties.
• Assists team members of other bureaus on Governor’s Executive Budget Book related projects as needed.
• Coordinates the Commonwealth’s capital program with the Department of General Services and other state agencies.
• Helps in the development and drafting of materials and documents for bond and short-term borrowings in coordination with bond counsel, the Auditor General and State Treasurer's Offices, and the Budget Secretary to assure compliance with federal and Commonwealth laws and Securities and Exchange Commission and other appropriate rules and regulations.
• Collaborates and communicates clearly, accurately and effectively with all levels of staff, leaders and officials; establishes and maintains effective professional relationships with key external partners including financial advisors, bond counsel, banking partners, rating agencies, and other localities; politically astute with a deep awareness and understanding of organizational priorities and objectives; excellent oral and written communication skills, with ability to prepare and give clear, easy-to-understand presentations to diverse target audiences.
• Manage and train a team of two Capital and Debt Analysts.
• Other related duties as assigned.

• Work projects are assigned by the Bureau Director.
• Preparation of debt issuance schedules.
• Managing the Capital Facility Fund account and schedule inter-transfer funds.
• Assists with the development of borrowing schedules, including timing and amount of planned general obligation bond sales.
• Assists with the development and drafting of materials for bond offerings and coordinate with Bond Counsel, Auditor General, State Treasurer’s Office, and the Budget Secretary to assure compliance with Securities and Exchange Commission regulations and other appropriate rules and regulations.
• Work with Financial Advisor PFM with the computation of bond maturity schedules.
• Adaptable and able to manage projects independently and ready to assume a high level of responsibility as a member of a team.

Essential Functions
