Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Serves as a Grants Administrator for the Department of Military and Veteran Affairs, Office of Veterans Programs, Grants, Analysis and Initiatives Division (GAIn), including but not limited to the Veterans Trust Fund (VTF), the Veteran Service Officer (VSO) Grant Program, and various Veterans' programs and initiatives.

Support the efforts of the DMVA-OVA Resource and Grants manager by ensuring grants are administered correctly. Analyze data from grant recipients to ensure details such as expenditures, services, number of veterans served, etc., are aligned with the intent of the grant.

Evaluate the quality and efficiency of grant programs. Review and track the performance measures of the grants. Report findings and provide recommendations to the supervisor to improve grant programs and support strategic decisions.

Plan and conduct research related to the VTF and VSO Grants programs. Analyze data to formulate reporting requirements and develop concepts for improving the grant programs. Collaborate with the GAIn Program analyst for the purpose of tracking and improving grant program analytics, and reporting.

Develop and promulgate guidelines for the eligibility, announcement, application, award, execution, reporting and evaluation of competitive, directed, formula or discretionary grants for multiple programs, including, but not limited to funding sources in support of DMVA-OVA programs and initiatives that benefit Service Members, Veterans, and their Families.

Review and interpret complex state and federal laws, regulations, and statutes to determine grant program eligibility, implementation, and compliance. Provide guidance and information concerning grant guidelines and applicable policies and procedures to DMVA directorates. Create or initiate the development of necessary records, files, reports, databases, and resource materials pertinent to grant activities to ensure effective grants division operations and compliance with federal, state, and local regulations and laws and grantor guidelines.

Provide implementation guidance to ensure the proper administration and reporting of new grant awards. To include creating user guides, developing & conducting training, and providing one-on-one support.

Prepare detailed grant information in response to inquiries from federal and state agencies.

Meet and coordinate with granting agencies and grantees to ensure procurement, accounting and reporting controls are established to meet requirements for grant funding received or awarded.

Assist in the technical evaluations of grant applications to provide a recommendation of grant awards.

Develop and maintain data repositories to track the status and submit periodic or annual reports on assets and equipment purchased or received through grant programs or a combination of funding sources.

Provide information to support the coordination and briefing of the DMVA budget director on the execution of funding.

Review correspondence from federal and state agencies regarding grant programs or initiatives. Prepare correspondence to answer inquiries regarding grants or special projects as assigned. Research and prepare charts, graphs, media, and documents relating to grant funding or status.

Manages the VTF E-grants program to include structuring of the application, communicating with software liaisons, developing/updating the platform user guides, and executing the grant cycle from application to close out. Reviews and conducts record keeping of grant reporting requirements.

Communicates with grantees and stakeholders via the Grants resource email accounts to receive, disseminate and communicate all grants related information requirements.

Receive and process VTF donation checks using SAP, maintain department donation records, and send receipt and thank you correspondence. Receive and process unspent grant funding checks via SAP.

Perform work in accordance with the DMVA general safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor; and/or immediately corrects any safety hazards in the work area or reports same to supervisor.

Perform other related duties as required.

**Must pass a favorable National Crime Information Center (NCIC) screening for admittance to Fort Indiantown Gap. Must maintain an Automated Installation Entry (AIE) card once it is issued.**
