Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position functions as the Director of Legislative by providing high level advanced technical support through the review and analysis of all legislative bills and related issues which have a fiscal, program, or legal implication on the functions of the department and are characterized by significant public visibility, impact and have considerable public sensitivity.

The position also coordinates internal analysis of the same by program experts, prepares briefing papers, recommends legislative strategies, tracks bills and issues as they migrate through the system, and performs duties as a Department advocate with the General Assembly throughout the process of information gathering and sharing.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Functions as the chief staff assistant to Director of Legislative Affairs and takes the lead in analyzing, evaluating, and coordinating the progress of all bills that may affect the department by acting as liaison with the General Assembly.

Assists the Director in the review of all bills that have been introduced in the General Assembly that could have a fiscal, program or legal impact on the department.

Advises the Director on state and federal legislative issues that affect agency programs, policies, and regulations.

Drafts bills for the department.

Analyses and reports on proposed and enacted legislation with fiscal, program or legal effects to determine legislative intent, consistency, impact on existing functions, estimated cost, and predicted future legislative action.

Establishes and maintains controls on legislation through close observation of the legislative calendar, communication with the Governor’s Legislative Office, and meetings with members of the House and Senate and their staffs.

Maintains close contact with the House and Senate to ascertain the status of legislation, to testify before legislative committees on proposed legislation, to answer questions from the legislative committees on proposed legislation and to advocate the Department’s position.

Reviews comments from departmental program and administrative personnel and writes or directs the writing of comments for the signature of the department head to the Governor’s Legislative Office.

Establishes and maintains a close working relationship with the House and Senate committee members, especially the majority and minority chairpersons and their respective staffs to ascertain the status of legislation. Assists the Director in working closely with members of the committees to have proposed legislation approved or amended that the department supports or opposes.


**Must possess a valid federal or state-issued photo ID and pass a favorable NCIC screening for admittance to Fort Indiantown Gap.**
