Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position is responsible for performing analysis and providing recommendations on programs and projects for the Grants, Analysis & Initiatives Division, Office of Veteran Programs. This will provide decision makers with the necessary facts and information needed to plan programs, improvements, and to monitor and allocate resources. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Data Analysis: Conducts data analysis and makes programmatic recommendations utilizing a variety of datasets to include: Veterans Affairs Central Office (VACO) data, Veterans Services Officer (VSO) Grant Program performance data, Geographic Distribution of VA Expenditures (GDX)/Federal reporting, State Programs, Commonwealth Grants, Federal Claims backlog, County claims, VetPro analytics and Veteran Demographic data. Independently researches and acquires data from additional sources to aid with programmatic analysis. Utilizes data to perform financial return on investment calculations and staffing data assessments. Provides programmatic metrics recommendations, analysis, and reviews/reporting; makes recommendations based on analysis of trends, improvements, cost savings, and risk assessments/mitigation status. Provides input and analysis for organizational budgetary builds in coordination with their supervisor and Office of Veterans Affairs Resource Manager. Uses various research techniques to gather necessary information to make recommendations for programmatic changes and improvements. Applies financial, statistical, and mathematical methods to analyze data. Uses and maintains databases and spreadsheets to capture and manage data and employs software such as Power BI to perform data analysis and to create visualizations of data for presentation to organizational and agency leadership to inform data-driven decisions on organizational and agency programs and projects. Manages organizational data and knowledge management systems and processes. Creates standard operation procedures and user instructional manuals to support operations. Programs/Initiatives/Project Planning: Reviews and evaluates organizational programs and projects to determine their impact and extent to which goals and objectives are being achieved. Participates in project teams to develop actionable plans. Collects data, collaborates with team members, and facilitates the creation of action plans for the Office of Veterans Programs; Bureaus of Programs and Outreach & Reintegration; and the GAIn Division. Develops and assists in developing program performance measures and metrics and monitors, updates, calculates, and recommends adjustments to performance measures to determine programmatic effectiveness. Interprets laws, policies, and procedures impacting organizational operations. Uses data to recommend new policies and programs and changes to existing policies and programs. Assists their supervisor, Executive Director and other leaders in planning for the implementation of program changes. PA VETConnect Training and Support: Collaborates with and supports as needed the Training and Technology Officer to develop training plans, reports, and after-action reviews to support internal and external stakeholders (Veterans Services Officers, County Directors of Veterans Affairs, etc.). Assists with preparing and revising training materials and user training. Reporting: Prepares data collection tools and gathers information through a variety of modalities including interviews, surveys, research, agency contacts, and queries. Manages Customer Experience Surveys and reports. Facilitates and compiles reports for the organization at the direction of their supervisor and the Executive Director, such as weekly and monthly reports to agency leadership and organizations such as the Deputy Adjutant General – Veterans Affairs, the Adjutant General, and the State Veterans Commission. Facilitates and compiles quarterly and annual reports such as annual/quarterly reports, Veterans Services Officer Grant reports, Veterans Trust Fund reports, Veterans Registry and others. Performs work in accordance with the DMVA general safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor and/or immediately corrects any safety hazards in the work area or reports same to the supervisor. Performs other related duties as required. **Must pass a favorable National Crime Information Center (NCIC) screening for admittance to Fort Indiantown Gap.** |
