The purpose of this position is to research, develop, write, review, analyze, implement and evaluate policy and procedures related to programs of the Office of Child Development and Early Learning (OCDEL), including Child Care Works (CCW), Pennsylvania’s subsidized child care. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The incumbent reports to the Division Chief of Policy and performs in a staff specialist capacity. Duties include: -Revises, analyzes, interprets and evaluates state and federal regulation and department policies, standards and procedures for impact on child care services., including CCW and the federal Child Care Development Fund (CCDF). -Proposes CCW policy and program changes to ensure consistency with applicable federal and department objectives. -Researches, develops, writes and revises CCW program material in policy manuals, announcements, communications, family and provider letters, brochures, training materials, and handbooks. -Provides training to Early Learning Resource Center (ELRC) grantees and providers using a variety of techniques including PowerPoint presentations, webinars and face-to-face meetings throughout the state. -Works closely with system contractors, business analysts and headquarters’ staff to monitor system issues related to PELICAN CCW, Provider Self-Service, impacting child care and provider management. -Assists in evaluating PELICAN work items, writing work items, test case writing and testing for system development. -Participates in business requirement, system design and detailed system design sessions with developers. -Assists as a liaison between OCDEL headquarters staff in the Bureau of Operations and Monitoring, the Bureau of Certification Services, Bureau of Early Intervention Services and Family Supports and the ELRCs. -Assists with federal and state reporting. -Participates in various stakeholder team meetings. -Prepares reports and special project summaries as needed. -Prepares correspondence for the signature of the Division Chief, Bureau Director, Deputy Secretary or Secretary. -Performs other duties as assigned. |

Work products are reviewed upon completion and through periodic supervisory conferences and performance evaluations. |
