Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. -Provide policy oversight and technical assistance to the Early Learning Resource Centers (ELRC) responsible for the administration of the department’s Keystone STARS program to insure program compliance, consistent implementation, effective management practices, comprehensive service delivery, and sound funds management. -Assist headquarters in aligning quality initiatives across early learning childhood programs. -Support increased participation of the Keystone STARS program across the Commonwealth, identifying opportunities for increased incentives through the Child Care Works program and other funding streams. -Build and maintain linkages between regional partners managing all early learning programs under the Office of Child Development and Early Learning (OCDEL) to monitor quality initiatives. -Provide support to department headquarters through active participation in policy, procedure, and systems development to insure compliance with federal requirements. -Create a link between ELRC grantees and department headquarters Bureau of Policy and Professional Development. |

The employee in this position will: - Monitor Quality Rating Improvement System implementation and system delivery through site visits, interviews and the review/analysis of reports, data systems, and information. - Research, analyze and interpret available information on best practices employed by other states in the administration of their early learning programs, particularly their Quality Rating Improvement System - Monitor program assessments, observations and CQI plans to support QRIS implementation, staff training and professional development. - Meet with Departmental staff, representatives from federal and state agencies, contractors and other stakeholders to plan for successful implementation and maintenance of quality initiatives. - Monitors QRIS program performance based on measures established by federal and state guidelines, policies and regulations. Provides written reports on findings, establishes corrective action plans were indicated, and follows up accordingly. - Facilitates and assists in the design and implementation of QRIS instruments, data systems/reports and other tools. - Monitor the implementation of Quality Rating Improvement Systems within the Commonwealth, identifying inconsistencies, opportunities for improvement and professional development needs. - Possess comprehensive knowledge of the Keystone STARS program, including all policies, standards, procedures, and system supports including PELICAN Keys to Quality. - Be familiar with the federal and state requirements for all OCDEL programs and specifically the Keystone STARS program. - Performs interviews and review/analysis of reports, data systems, records, and information on quality improvement initiatives. - Authors and/or critiques operational guidance, documents, forms and publications issued by the Bureau of Early Learning Policy and Professional Development. - Conducts research, compiles reports and related materials and prepares and makes presentations as requested. - Present recommendations to the Bureau Director on research findings based on trends in quality initiatives. - Research and analyze other program offices’ policies and procedures and comment on the impacts on Keystone STARS services. - Develop, coordinate, and implement Keystone STARS policies and procedures, including creation, review, interpretation, and evaluation of the program. - Oversee, organize, update, and review the ELRC policy and procedure manual for Keystone STARS. - Participate in the development, enhancement, and maintenance of the data and monitoring systems that support the Keystone STARS program. - Work with bureau leadership as part of a task force dedicated to alignment and standardization of service delivery, policies, procedures and monitoring of performance and outcomes for all OCDEL early learning programs. - Provide consultation, interpretation, clarification and guidance to advocates, grantees, stakeholders and other bureaus within OCDEL regarding Keystone STARS policies, procedures and standards. - Develop, coordinate, and provide Keystone STARS policy and procedure training to grantees and ELRCs. - Review status reports, including any necessary statistics, for local and regional agency, grantee programs and activities. Identify trends that may impact quality initiatives. - Analyzes applicable federal and state regulations to assure compliance. - Assist with planning, participate in, and provide follow up for statewide and regional meetings for grantees and other stakeholders. - Participate in conferences, seminars, and symposiums as appropriate and prepare presentations as requested. - Perform the full range of supervisory and consultative duties for regional grantees including providing clarification and guidance on program requirements, policies and procedures. - Author and critique policy and procedure announcements, communications, documents, forms and publications issued by the department. - Interact with representatives from the ELRCs on Keystone STARS policies, procedures and issues of mutual concern. - Other related duties as assigned. |
