Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Serves as Assistant Director to the Director of Energy and Resource Managment Office. Chairs meetings to present to the Bureau Director, Deputy Secretaries and the Secretary, all current project updates, project details, impacts on agency operations, and concerns from tenants. Evaluates the effectiveness of the Bureau and works closely with the Director to correct deficiencies. Manages the maintenance, and repair activities of the High-Voltage Team. This involves reviewing work requests, laying out project plans, methods and timeframes, determining material and labor requirements, preparing cost estimates, and inspecting job sites. Projects range from minor one day projects to multi-year, multi-million dollar capital projects conducted by Public Works. Writes and reviews scope of work documents; reviews bid proposals for maintenance projects. Participates in conferences with engineers, architects, departmental and Commonwealth officials to establish priorities and determine the Bureau’s capabilities for construction and renovation projects. Prepares detailed reports, project plans, cost analysis and other documents to plan, execute, and complete projects. Acts as the liaison with the Public Works deputate and works with its bureaus to plan and execute Job Order Contracts. Prepares work sketches for employees to follow and complete. Ensures that materials and supplies are available at work sites. Prepares time sheets and overtime requests, carries out inspections, ensures satisfactory completion of requests, and resolves technical problems to ensure meeting timeframes. Acts as the Bureau liaison with the Office of Energy Management on all past, current, and future GESA projects. Responds to emergency call-in requests and takes immediate action. Establishes work order priorities in order to address emergency or time-sensitive projects on a timely basis. Develops a schedule for preventative maintenance and special one-time construction needs for the buildings under the control of the Bureau of Facilities Management. Provides technical advice, guidance, and notices to Building Administrators, Building Managers, tenants, etc., concerning building maintenance activities, renovations, minor construction, and other related concerns. Clarifies work requests with the customers to ensure that projects will meet their needs and expectations. Attends meetings for the Energy and Resource Managment Office to present current project updates, project details, and impact on operations, and concerns from tenants and relays information to all concerned. Performs the full range of personnel management duties including employee selection, training, scheduling, assigning, and reviewing work, leave approval, performance evaluations, disciplinary action, grievance resolution, and implementation of the provisions of the AFSCME contracts and DGS policies and procedures. Develops and provides on-the-job training plans and ensures that staff is properly trained on work methods, selection and use of tools and equipment, and safety regulations and practices. Investigates accidents or injuries, initiates action for treatment and prepares written reports and required paperwork. Maintains maintenance records on work accomplished, materials and supplies, blueprints, and sketches, etc. Communicates regularly with Director on unusual or notable activities. Evaluates the work effectiveness and recommends new or unusual methods and procedures to improve overall operations. Operates a vehicle when requested. Performs other related duties as required. |
