Position Purpose:

This position provides grant, outreach, and technical assistance services to assist communities, non-profits organizations, state and local government entities and citizens with recreation, conservation and natural resource related projects and management issues in the Eastern Region of the Bureau/Region 1 which encompasses the following counties: Chester and Montgomery

Description of Duties:

I. On a regional basis, provides grant, outreach, and technical assistance services to assist communities, non-profit organizations, state and local government entities and citizens with their recreation, conservation and natural resource related projects and management issues.
• Serves as an initial regional point of contact and handles inquiries related to the Department’s various grant and programs and provides technical assistance to local officials, board members, non-profit organization staff, and the public by telephone, electronic and mail correspondence, and site visits. Refers inquiries to appropriate entities within and outside of the agency.
• Facilitates and initiates projects, activities, and partnerships to help stakeholders assess and address the recreational, conservation and natural resource needs within the region and to create inter-regional, statewide, and inter-state linkages.
• Represents DCNR and Bureau of Recreation and Conservation at meetings, conferences, workshops, groundbreaking ceremonies, festivals, ribbon cuttings, check presentation ceremonies, and at other community outreach functions.
• As required prepares talking points, location logistics and speaker request forms.
• In consultation with regional Recreation and Conservation Manager and others develops and delivers presentations, speeches, workshops, and training to a wide variety of organizations on specialized subjects.
• Prepares letters, reports, memoranda, and correspondence.
• Works with agency staff and external state agency and partners to implement program initiatives and community projects.

II. Develops and maintains knowledge of the principles and practices of environmental conservation and natural resource protection and recreation. Maintains a solid working knowledge of DCNR and other grant programs related to conservation and natural resource conservation and recreation.
• Through attendance at conferences, workshops, training, and self-study keep up to date with the principles and practices of environmental and natural resource conservation and recreation.
• Coordinates with natural resource conservation and protection, recreation and grant providing entities to maintain an understanding of their objectives, programs, and services.
• Maintains knowledge of current social, economic, ecological factors and the impact of these factors on planning, and developing recreation and conservation programs, projects, and initiatives.
• Serves on natural resource, conservation, recreation and grant program committees, workgroups, teams, etc. to help develop recommendations for the Department, Bureau or as part of broader conservation or recreation initiative.
• Shares knowledge through interpersonal interactions, workshops, and presentations, training courses, etc. with a wide variety of audiences.
• Maintains a thorough understanding of technical and grant program goals, objectives, priorities, rules, regulations, policies, procedures, standards, and technical materials.

III. Helps develop and implement large-scale regional partnership initiatives such as Conservation Landscapes, River Conservation efforts, County Greenway and Open Space efforts, and broad land conservation planning and implementation efforts.

• Provides internal team leadership and specialized support as needed including but not limited to: (1) Identifying resources within the Conservation Landscape that are integral to advancing work plans. (2) Meeting with government officials, legislators, special interest groups, civic groups and associations and the public to present and explain the Conservation Landscape/regional partnership programs; and (3) Directing the provision of information and technical assistance for Bureau’s grant programs and other services to local governments, municipal authorities, and nonprofit organizations on community, regional and landscape projects.
• Nurtures and develops partnerships with federal, state, county local and regional entities to bolster and support their conservation, eco-tourism, critical habitat management and recreation needs.
• Coordinates and meets regularly with federal, state, and local government entities, conservation districts, advocacy groups, constituents, and other groups to maintain effective working relationships, market DCNR and BRC projects, programs and initiatives and monitor the effectiveness of the programs and services delivered by BRC. Serves as liaison to resolve issues that arise with projects, programs, and large-scale programs/initiatives.
• Evaluates the training needs of partners, constituents, and external entities to facilitate the effective delivery and implementation of the agency policy, program, project and strategic initiatives.
• Recommends financial and technical resources to assist those within and outside of DCNR and with the development and implementation of agency policy, program, project, and strategic initiatives.
• This position facilitates information exchange to accomplish objectives and recommendations of landscape and other regional partnership plans.
• Provides advice and input on development of regional partnership structures, management models and grant models.
• Represents the Bureau of Recreation and Conservation and provides ideas and input into the planning and implementation of the Conservation Landscapes of Pennsylvania. This position works closely with the landscape team leaders, team members and regional partnership teams.
•Serves as the liaison for the Bureau of Recreation and Conservation for Heritage Areas and Conservation Landscapes as assigned.


IV. Provides recreation and conservation advice, direction, guidance, assistance, and services to customers within the region exercising independent judgment and decision-making.
• Provides technical assistance to local officials, board members, non-profit organization staff, and the public by telephone, correspondence, or meetings to help address recreation and conservation needs and issues; educate decision makers on the value and benefits of recreation and conservation; assist in formulating projects or initiatives; respond to inquiries and requests; and to refer individuals to other Bureau professional staff or other organizations for assistance.
• Develops plans, organizes, schedules, coordinates, and conducts workshops on various park, recreation, and conservation issues and concerns.
• Provides direction, advice, and assistance to local government officials and other service providers in providing community and regional park, recreation, and conservation services to special population groups.
• Provides technical assistance and advice to officials of organizations, municipalities, river, and trail support groups or private individuals by providing information about state or federal programs; creating an awareness and understanding of programs which benefit recreational needs; promoting conservation planning techniques; and enhancing, conserving, and restoring the values of river environments and the planning and development of trails and greenways.

V. Reviews grant applications, rates, and ranks them and participates in the Bureau evaluation and funding selection process.
• Assists potential grantees with development of grant application on a regional basis and makes recommendations for funding based on a technical review, eligibility of applicant, completeness of the grant application and knowledge of the location of the project in the region and its ability to support DCNR’s mission
• Develops and maintains effective working relationships with key stakeholders and customers in the region including, but not limited to, the Governor’s Office, legislators, county commissioners, corporate officers, municipal officials, colleges, and universities, planning agencies, conservation groups, land trusts, conservation district offices, and park and recreation departments.

VI. Evaluates and analyzes various recreation and conservation-based programs, projects, and initiatives:
• Evaluates and makes short- and long-term recommendations to support the development and implementation of conservation and recreation initiatives.
• Conducts Final Site Inspections and develops reports with recommendations to determine adherence to Commonwealth contract compliance.

Employees in this position exercise a high level of autonomy in making decision relating to programs, projects, and initiatives in which they are engaged. The employee independently determines deadlines assignments based on their professional judgment or by direction given by supervisor and other superiors. Work will be reviewed and evaluated by the Regional Office Supervisor with regards to its technical accuracy, presentation of information, and overall quality on a case-by-case basis.

In response to requests from constituents will refer sensitive matters or other press/communication issues to the appropriate parties in the agency.

The employee shall coordinate with regional supervisor before making recommendations of projects for funding and any other matter requiring supervisory input.
