Position Purpose:

This is professional work in the analysis and evaluation of PennDOT’s Facilities Building and Building Systems Inventory Department-wide, that will analyze and evaluate data to provide policy and decision makers with factual information to be used in planning, improvement, and resource allocation.

Operations of this position include: Inventory and Asset Management for the Department involving Department owned buildings, building systems, grounds and facility assets, and all infrastructure statewide with a net asset value of $1.7 billion dollars, consisting of over 4,500 buildings at 658 locations including 11 Engineering Districts, 67 County Maintenance Facilities, 456 stockpiles, 12 Welcome Centers, 35 Safety Rest Areas, 15 state owned Driver Licensing Centers, Material Testing Laboratory, Sign Manufacturing Plant, Fleet Management Division, two Training Centers, and other core building totaling over 8 million square feet. It also includes the inventory of leased locations under the Department’s leasing portfolio, which includes, 13 leases totaling over 667,000 square feet at $7,770,881 dollars, annually.

Serves as the Department representative to the Department of General Services as the Inventory Manager for all IBM TRIRIGA inventory data updates and management as required by Management Directive 625.2 Amended, Inventory of Commonwealth Real Property.


Description of Duties:

Manage the Department’s inventory and asset management, for over 4,500 owned buildings and structures throughout the state as reported to the Department of General Services (DGS) in adherence with Management Directive 625.2 – Inventory of Commonwealth Real Property. The Department’s inventory is collected through the Construction Project Administrators in the field and the Management Technician, compiled and is shared with the Department of General Services through the IBM TRIRIGA system. This includes all referenced buildings, grounds, and related property statewide.

Provides needed information and analytics regarding the Department’s Building and Space Management Utilization in accordance with the Governor’s Office Manual, M260.1, Manual for Space Utilization to the Facilities Planning and Programming Manager, when requested for occupied office space within Department buildings.

Assists in providing necessary data and analytics to assist in coordination and makes recommendations to the Facilities Planning and Programming Manager on best practices, consolidation, building utilization which includes telework scheduling recommendations, and potential surplus of space.

Compiles building specific asset value data: effective date, value, and inventory, to aid in the decision-making processes in the event of an insurance claim.
Supports the Department through Special Projects, when assigned.

Provides support and direction on building inventory to the Management Technician and helps direct Construction Project Administrators in the field on requirements that need to be met.

Actively communicates with PennDOT Staff state-wide, DGS Bureau of Real Estate, other agencies, counsel, Legislators, vendors and outside entities as needed.

Assures that inventory data is current and meets requirements that is submitted through the DGS IBM TRIRIGA System, from the Department's state-wide building and grounds inventory.

Analyzes the Facilities Inventory and Asset Management Program and recommends the modification of policies and procedures for program efficiency.

Manages and assures that Department building, and land assets are valued correctly and updated in DGS TRIRIGA, works with both PennDOT Fiscal, DGS Bureau of Real Estate and DGS Risk and Insurance Management through the reporting process.

Responds to inquiries, both internal and external, regarding Facilities Building Inventory and provides accurate data based upon request.

Facilitates and consistently meets with Facilities staff to discuss program gaps and issues, then works to find solutions to mitigate and resolve.

Authors reports using financial and statistical methods to analyze data and presents findings and policy recommendations to senior and executive level management.

Manages the PennDOT Facilities Records Retention.

Recommends changes to the Inventory and Asset Management Program.
