Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position evaluates, plans, and provides public health educational services to taxonomy, legal, law enforcement, and healthcare professionals operating in or providing services to stakeholders involved in the field of vital events. The position is also responsible for evaluating trends in citizen vital event request rejections and suspensions and determining the best strategy to reduce failed submissions while still ensuring registry integrity is maintained. This position is tasked with conducting studies and surveys and engaging with community organizations, county representatives, and lay midwives to gain local support for vital events improvement initiatives and improve compliance with timely filing and record integrity. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Plans, implements, and provides state-wide public health education functions in the field of vital events and nosology coding to medical taxonomy specialists and medical auditors. Plans, implements, and provides state-wide public health education functions in the field of death reporting, cause of death reporting elements, fetal death reporting, allowable handling of human remains and disinterment, and other funereal elements of the Vital Stats Law of 1953 and Title 28 to funeral directors, the Pennsylvania Funeral Board, and the Department of State Bureau of Professional and Occupational Affairs. Plans, implements, and provides state-wide public health education functions in the field of birth reporting, still birth and fetal death reporting elements, correct treatment of gestational carrier and surrogate cases, in accordance with the Vital Stats Law of 1953 and Title 28 to hospital facilities, the Hospital Association of Pennsylvania, and lay midwives. Familiarizes self with Amish community midwifery issues and develops educational approaches that incentivize the community to engage in reporting that is compliant with the Vital Stats Law of 1953 and Title 28. Develop and provide educational programs, presentations, workshops, and trainings that are accessible in person and online related to vital events registration and quality data reporting. Plans, provides materials for, and delivers required coroner basic education training in concert with the Attorney General to ensure proper reporting of cause of death. Develops training and supporting tools for hospitals and midwives that address hepatitis and other immunization reporting gaps. Develops educational material relating to the death registry for use by Pennsylvania medical schools and residencies as part of a formal training curriculum. Ensures the curriculum remains in alignment with national standards and any changes in PA law or regulation. Plans, creates, and provides training at Pennsylvania colleges, mortuary science programs, and professional conferences relating to vital events’ intersection with public health programs, public health emergencies, public health research, and fraud prevention. Creates materials for and provides training to the Public Health Management Corporation Death Certifier trainings. Create and maintain facility report cards to track key performance indicators, identify trends and areas for improvement, and provide clear, consistent reporting on facility conditions, operations and performance. Is responsible for identifying the need for and creating tools to support stakeholders such as pamphlets, infographics, checklists, forms, guides, and manuals as needed to promote the integrity of Pennsylvania’s vital events registry. Identifies topics and creates trainings for the annual Governor’s Occupational Health and Safety conference and the annual Bureau of Workers’ Compensation conference. Identifies, researches, and recommends solutions to public health topics adversely affecting vital events that may be considered for use as a topic at national conferences. Upon selection creates poster presentations or other materials as needed to support the anticipated agenda. Assist with onboarding and continuing education for staff and reporting partners. Assists the division chief as needed, including researching, collecting, organizing and drafting information needed for speaking engagements and drafting correspondence intended for stakeholders. Assists the division’s quality team in identifying the root cause of failed interventions and provides evidence-based solutions aimed at resolving chronic problems. Public Health Emergency Response – This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice and may continue for any period of time – ranging from a few hours to several weeks, depending on the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for a period of time. Demonstrate awareness of the vulnerable populations the organization serves by identifying, providing, and advocating for resources, services, communication methods, and policies that would help those populations achieve health equity. Performs related work as required. |
