Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for providing support to the Employee Relations and Workforce Support Division within the Department of Environmental Protection (DEP). This position will also assist others as projects arise.

Please note: if this position is filled as an Administrative and Management Trainee, then the selected candidate will complete a one-year trainee program to learn the duties of the Human Resource Analyst 1.

Description of Duties:

Employee Relations Support

Reviews and analyzes Code of Conduct criminal conduct notifications and investigates allegations of Code of Conduct criminal conduct violations. Considers the severity of the charges, job duties and necessary requirements of the position, and the nexus between the allegations and the job, among other factors, when developing an investigative plan or making other recommendations. Undertakes the investigation under the guidance of the supervisor by collecting evidence and witness statements, while determining what information is pertinent to the case. Conducts a thorough analysis of the evidence and circumstances associated with the case and makes a recommendation of next steps to the supervisor.

Prepares Arrest Report Forms consistent with the Reporting Employees Charged with Criminal Conduct memo of January 10, 2007.

Reviews and analyzes OnBase requests for overtime payments for rank and file and management.

Reviews, analyzes and processes OnBase requests for compensatory time for rank and file and management.

Reaches out to AFSCME Staff Representatives on a regular basis to confirm whether they would like to have a blanket approval on file for rank-and-file compensatory time payments. Updates the comp time spreadsheet and files email communications regarding blanket approvals on the shared drive.

Checks on updates to AFSCME District Council representatives, contact information, counties covered, etc. When updates occur, inputs into the section spreadsheet and emails section staff.

Performance Management

Provides technical assistance to supervisors on the use of DEP's Performance Management System (EIS), the software used to electronically complete and route employee performance reviews. Serves as a liaison with IT on issues related to the software and data. Recommends system enhancements to provide improved use and efficiency.

Monitors administrative benchmarks for trainees and supervisors during the designated training period. Works closely with employee relations in regard to performance issues. Processes promotions and launches ePARs to extend the probationary periods of trainees who are not performing satisfactorily or launches ePARs to promote trainees at the end of their training/probationary period when satisfactory performance is achieved. Verify actions in SAP are accurate and distributes promotion letters.

Launches ePARs for extension or completion of probationary periods for non-trainees and verifies accuracy in SAP.

Generates end of probation EPR reports and works with managers to achieve completion of probationary EPRs. Performs EIS maintenance weekly to ensure SAP and EIS are in sync.
Generates the annual EPR timeliness and completion report.

Responds to requests for temporary hierarchy changes in the Agency EIS Performance Management System.

Processes notifications for the DEP/EHB Senior Management Performance Evaluation Program. Runs IRIS reports to secure accurate information, performs tracking of reports, drafts correspondence related to the program.

Processes notifications for the IT CEDC Performance Evaluation Program. Runs IRIS reports to secure accurate information, performs tracking of reports, drafts correspondence related to the program.

Assists supervisors in the development of Performance Standards, Performance Improvement Plans, Interim Evaluation Reports and Annual Performance Evaluation Reports.

Provides technical assistance to supervisors during the implementation of Performance Improvement Plans. Assists in the review of Agency Annual Employee Performance Reviews.
General Duties

Responds independently to inquiries by telephone, email or hard copy mail. Routes calls to appropriate staff and follows through on information requests.

Participates in the reviews of DEP/EHB Financial Disclosures.

Assists other DEP staff with processing correspondence and handling mailings. Distributes FMLA and Military related correspondence to cc's as needed.
Other Duties

Participates in special projects as assigned. Performs other duties as required.
