Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position will be tasked with learning about Commonwealth employee relations processes and procedures. On-the-job training will be provided in the form of learning assignments and observation of employee relations analysts. Performs human resource work in the field of employee relations, under close supervision, by application of general principles and concepts of employee relations. Receives exposure to, becomes involved in, and achieves increasing levels of independence and responsibility in discharging the full range of ER functions for the Department of Human Services. Successful completion of this training program will result in promotion to a Human Resource Analyst 1 position. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Grievance Administration Responsible for assisting in the review, investigation, analysis and response to all assigned grievances in both the Standard Grievance Procedure (SGP) and Accelerated Grievance Procedure (AGP). In the SGP, this entails gathering, reviewing, and analyzing relevant facts, and information in order to determine the appropriate stance to be taken by the Department concerning the issues involved. In the AGP, this entails maintaining familiarity with grievances that are to be, and have been, discussed at the Step 1 (local) meeting; providing technical assistance to local management to assist it in carrying out its responsibilities in the AGP; assisting local management in the development and formulation of strategies to be utilized in presentation of the grievance at the various steps of the process; reviewing grievance packages and local outcomes to ensure adherence to sound and essential employee relations concepts and principles. In both the SGP and AGP, recognizes issues and developments that represent potential areas of difficulty for the worksite, Department and/or Commonwealth; after consultation with the supervisor, discusses grievances and associated issues with Program Office and other representatives; assists with negotiating settlements and generates all necessary correspondence related to the grievance process. Responsible for attending the Joint Area and/or Joint State Committee grievance hearings and assisting the assigned advocate with preparing for the presentation of the Commonwealth's case at arbitration. Coordination of the efforts of the OA-Bureau of Employee Relations with those of the Division, Section, program office and local management is an integral part of overall responsibility. Consultative Responsibilities Responsible for assisting in the provision of guidance and consultation to all levels of management at assigned sites and units regarding contract interpretation and administration, disciplinary actions, subcontracting and preservation of bargaining unit work issues, meet and discuss obligations and local agreements, the Governor's Code of Conduct and all other facets of the employee relations function. An ongoing awareness of the state of the employee relations program at each assigned site is maintained, with areas of need and shortcomings identified and discussed with the supervisor to ensure they are addressed via the provision of training and/or other remedial measures. Contract Negotiations As assigned, the incumbent will observe and assist senior ER analysts who serve as an agency representative on the Commonwealth's collective bargaining teams responsible for negotiating contracts/developing memoranda of understanding with various unions. Training Responsible for coordinating and participating in the presentation of the agency's employee relations training programs. Unfair Labor Practice Charges (UFLPs) Responsible for the assisting with the investigation of UFLPs involving assigned work sites and coordinates the efforts of the OA-Legal Office, the Division, the Section and affected Program Offices to develop appropriate settlement proposals and/or assist in the preparation of the Commonwealth's case before the Pennsylvania Labor Relations Board. Contracting/Transfer of Bargaining Unit Work Issues Responsible for providing guidance and assistance to managers in administering the contract provision concerning contracting and/or the transfer of bargaining unit work. Special Projects Participates in special projects and investigations and carries out associated functions as assigned. Other Duties Performs and coordinates various administrative functions and other related duties as assigned. |
