Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for supporting port planning, policy, and program activities throughout the commonwealth.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Maintains current information on the state’s ports, including their economic impact and projected capital investment needs to meet current and future freight and shipping activities.

Assists in the implementation of the commonwealth’s port funding program to support operations and capital programs to advance Philadelphia Regional Port Authority, Pittsburgh Port Commission, and Erie-Western PA Port Authority.

Provides support to Ports Manager in the administration of grants and management of publicly funded port projects through knowledge in areas of budgeting, procurement, and construction.
Assists in the delivery of port and private terminal projects funded through the Multimodal Transportation Program.

Supports the Pennsylvania Intermodal Cargo Incentive Program (PICGIP) designed to encourage international cargo shippers to divert cargo to PA ports. Updates and shares PICGIP program guidelines to increase and maintain intermodal cargo shipments at PA Ports.
Implements performance metrics developed by the Ports Manager that align with the strategic mission of PennDOT and the ports by means of reviewing reports and drafting briefings for the Ports Manager.

Represents ports and waterway interests in matters pertaining to governmental policies and regulations that may impact the maritime industry.

Provides transportation data and analysis regarding port, rail, and intermodal freight such as impact to economic development, transportation-related technology, or other industry trends/changes.

Performs data analysis and reporting as required for federal and state funded port and rail projects.

Reviews current and draft legislation concerning port and rail related state and federal legislation and prepares findings for supervisor review and action.

Facilitates discussions between the Department (Central and District Offices) and the railroads and/or ports in the assigned bureaus or districts as appropriate. This may include the coordination of quarterly conference calls, as well as resolution to problems identified by the highway and non-highway interests.

Conducts research and analysis and prepares decision papers, point papers, speeches, fact sheets and other documents as required for presentations by the Ports Manager or Bureau Director.

Participates in various port and rail-related meetings and seminars, including the development and delivery of presentations.

Prepares written and oral reports for the Bureau, the Department, local decision makers, and others as requested. Reviews briefings, decision papers, spreadsheets, procedural manuals, point papers, fact sheets, letters, presentations, and other documents and correspondence for the Bureau throughout the year.

Supports Ports Manager and Bureau Director by actively participating in freight related committees, working groups and coalitions that may include:

o Governors' and Premiers' Regional Maritime Entity

o AASHTO's Council on Water Transportation

o Coastal Zone Advisory Committee

o North Atlantic Ports Association

o Delaware Valley Goods Movement Task Force

o Pennsylvania’s Comprehensive Freight Movement Plan

o VIDA Ballast Water

o Smart Shipping Initiatives

Analyzes policies to ensure water and rail transportation is properly reflected in department plans and programs.

Assists with capital planning, programming and reporting, transportation analysis, and coordination with port partners. Prepares draft material to support the update of annual reports, quarterly reports, and other reports, etc. as requested by supervisor.

Aids in maintaining the implementation schedules for key economic port and rail projects.

Investigates and analyzes the connectivity of various modes of freight transportation and coordinates with internal and external partners and consultants to support commonwealth freight and economic goals.

Travels to field locations to complete assignments as needed.

Performs related work as required.
