Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Responsible for administering Plant Protection Division programs within the Bureau of Plant Industry, in support of the agriculture industry.

Serves as the State Plant Regulatory Official for Pennsylvania.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

1. Oversees all programs in the Division of Plant Protection, including plant pest survey, taxonomy, diagnostics, apiary inspection, and plant merchant inspection/certification.

2. Oversees implementation and enforcement of Commonwealth statutes, rules and regulations pertaining to plant protection, and provides analysis and technical support for proposed changes to laws and regulations, as needed.

3. Manages responsibilities of Entomology staff, Spotted Lanternfly Program staff, and Plant Pathology staff through coordination of workloads as established through the Entomology Program Managers and the Plant Pathology Program Manager. Oversees the Compliance and Enforcement group.

4. Prepares the annual budget for the Division of Plant Protection after consultation with the division’s program managers and specialists. Tracks spending for PPA, Cooperative Agricultural Pest Survey (CAPS), and other cooperative agreement projects.

5. Develops general goals for the division in order to support PA agriculture.

6. Channels requests from Regional Offices for technical information and other data to the proper program supervisor for fulfillment.

7. Attends BPI staff meetings and meetings with Regional Supervisors to report on work of division members.

8. Directly supervises five management positions (Two Entomology Program Managers, a Plant Pathology Program Manager and two Plant Inspection Program Specialists) and various clerical and technical support staff, as needed.

9. Works with staff in other state and federal agencies in coordinating programs and cooperating in plant pest survey and detection projects.

10. Coordinates division’s activities on regulatory pests with other agencies, especially USDA.

11. Acts as the safety representative for the division and performs or coordinates related functions as needed under the direction of the agency safety coordinator.

12. Demonstrates a commitment to meeting and exceeding expectations of the bureau/program’s customer(s) at all times.

13. Applies Lean tool(s) to day-to-day tasks when a process has been identified for improvement.

14. Performs all other duties as assigned or required.

1. Works with Bureau Director and Regional Programs Division Chief to make sure plant protection programs are communicated and work assigned appropriately to regional staff.

2. Recommend major shifts in division program priorities to Bureau Director for approval

3. Independently manage the staff, budget, and day-to-day program priorities of the division.

4. Communicate plant protection activity with federal and state partners.
