Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position assists in managing a federal grant focused on agricultural supply chain development through supporting farm and food businesses. Responsibilities include overseeing fund utilization, collaborating with stakeholders, and ensuring project alignment with grant objectives. This is a limited-term position that will oversee the administration of the granting of agreements and invoicing activities related to the federal Resilient Food Systems Infrastructure (RFSI) reimbursement grant program. This grant is available beginning in Fiscal Year 2024/25 and expires in Fiscal Year 2026/27 and is broken into two programs: Infrastructure Grants and Simplified Equipment-Only Grants. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Works directly with the Grants Management Division in the Bureau of Administrative Services to provide all of the below service in manner that is consistent with the other programs of the Department. Supports the Request for Proposal and application process for all rounds of grants. Manages the electronic grants (e-grants) system for each round of grants. Processes and executes all contracts for grants. Processes all invoices for grants. Manages communications with all applicants and grantees. Manages all communications with the scoring committee. Creates and manages an effective tracking system for all rounds of RFSIP grant projects. Sets schedule and agenda for meetings related to the RFSIP or grant scoring activities. Writes award and non-award letters, which are customized to each applicant. Conducts site visits at grantee locations to ensure compliance with the contract which involves taking pictures, documenting status and meeting with grantees to discuss expenditures and any potential issues. Implements the equipment tracking tool as dictated by USDA and monitors the tool on an ongoing basis. Monitors grantees expenditure of funds in accordance with their statement of work and meets with them to discuss any non-compliance. Prepares and submits the annual reports and final report. This includes writing narrative of subgrantees which is sent to the USDA and preparing budget documents, on site visit audit information, spreadsheets, etc. Creates PowerPoint or other media presentation to provide statistical information for board meetings or presentations as needed. Processes invoices related to Value Chain Coordination activities. Develops and implements administrative processes and procedures for new grant programs. Demonstrate a commitment to meeting and exceeding expectations of the bureau/program’s customer(s) at all times. Apply Lean tool(s) to day-to-day tasks when a process has been identified for improvement. Perform other duties as assigned. |

Interpret the Resilient Food Infrastructure Program Scope and Guidelines, seeking assistance from the legal office where appropriate to keep all project activities in compliance. Position is expected to resolve unusual problems on his/her own, research issues and recommend actions and resolve problems without oversight or direction. Maintain compliance with procurement, contracting, and partners outside the Department. Work assignments are dictated by the federal grant guidelines and the Pennsylvania Department of Agriculture’s RFSI State Plan. Work is performed under the direction and supervision of the Grant Administration Manager. |
