Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The employee in this position serves as a subject matter expert on innovative and smart building technologies generally defined as grid-interactive efficient buildings (GEBs). Work involves both developing and implementing programs, as well as coordinating partners, to support the adoption of technologies and techniques that enable high-performing energy efficient buildings that support reliable and resilient energy systems in Pennsylvania The position also serves as program leader on the DEP Energy Programs Office (EPO) vehicle-to-grid (V2G) and virtual power plant (VPP) initiatives, the latter of which is a network of small scale customer owned resources – such as batteries, distributed energy resources (DERs), electric vehicles, smart appliances, and smart thermostats – aggregated via a technology solution that serves to optimize the operation of these resources to return benefits to the grid. The employee will also assist in the oversight and management of federal funding programs such as State Energy Program (SEP) formula grant funds, which support programs designed to support the energy efficiency, energy assurance, and renewable energy goals of Pennsylvania.

Description of Duties:

Serve as a subject matter expert on energy efficient and innovative building technologies, especially GEBs. Is also knowledgeable on VPPs, V2G, DERs, and ENERGY STAR for commercial buildings.

Develop and implement programs relating to GEBs, V2G projects, and VPPs, which include but are not limited to DERs, energy storage, smart controls, and communication technologies.

Apply for funding opportunities offered by state, federal or other entities to deploy GEBs, V2G projects, and VPPs in Pennsylvania.

Liaise with the US Dept. of Energy (DOE) via divisions such as: Building Technologies Office (BTO), Office of State and Community Energy Programs (SCEP), Energy Dominance Financing Program (EDFP), etc. Apply for funding opportunities available through BTO, as well as other DOE offices, and implement funded projects.

Engage with partners, including but not limited to state and federal agencies, private businesses, non-profits, and local governments to deploy energy efficiency and demand flexibility within the building sector utilizing state-of-the-art technologies.

Educate key building owners and building managers on the benefits of implementing technologies such as GEBs, V2G projects, and VPPs.

Collaborate and interface with the Pennsylvania Energy Development Authority as needed for efforts pertaining to deployment of GEBs, V2G projects, and VPPs.

Interface with the PA Public Utility Commission (PUC), as well as PJM and other key stakeholders, to enable policies and programs that support GEBs, V2G projects, and VPPs. This task includes but is not limited to participation in PJM’s Emerging Technologies Forum to advance VPPs and support associated pilot programs.

Support any opportunities to develop and deliver energy management programs and clean energy deployment in connection with Commonwealth-owned and leased buildings.

Assist or provide backup support to the SEP manager in coordination and oversight of existing SEP and SEP-BIL grants, including individual SEP funded projects and overall grant execution.

Assist or provide backup support to the SEP manager with the development of new business processes and procedures around SEP to further streamline reporting, metrics collection, program development, and compliance monitoring.

Assist or provide backup support to the SEP manager to verify compliance with federal grant program goals, including ensuring that SEP-related programs are executed and managed properly.

Assist or provide backup support to the SEP manager in preparing SEP quarterly, annual, and other project-specific reports documenting progress, completed milestones, and performance metrics for projects and programs.

Assist or provide backup support to the SEP manager in preparing reports on emissions reductions and other environmental benefits of SEP projects.

Assist or provide backup support to the SEP manager in preparing any State Energy Program ad-hoc reports and submit those reports to US Dept. of Energy.

Input appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
