Position Purpose:

The Director of the Bureau of Strategic Initiatives (BSI) reports to the Deputy Secretary of the Office of Business Inclusion and Supplier Development (BISD). This position leads the development of strategic internal and external priorities and partnerships across the agencies and the small business community statewide. This role serves as a key liaison and advocate focused on expanding opportunities, strengthening engagement, and enhancing the overall experience of small businesses in state government contracting.

Description of Duties:

Project Management and Team Leadership:

Collaborate with team supervisors and the Deputy Secretary to strategically leverage internal enterprises, resources, and cross-functional partnership to enhance and expand programs, services, and operational initiatives.

Direct and oversee special projects and strategic programs related to data collection and analytics – micro, small, midsize business reserve program development, certification growth, supplier development, outreach, and stakeholder engagement to strengthen small business inclusion and increase participation in Commonwealth contracting opportunities.


Stakeholder Engagement & Strategic Partnerships:

Lead and cultivate strategic relationships with key stakeholders, including Commonwealth agencies, small business associations, community leaders, and external partners to advance the bureau’s mission and initiatives.

Serves as a senior representative and spokesperson for BISD by presenting on small business programs, contracting opportunities, certifications, and emerging challenges impacting the supplier diversity and small business community.

Develop and strengthen partnerships with agencies, organizations, corporate entities, and stakeholders to identify collaborative opportunities that increase small business participation, engagement, and access to Commonwealth contracting opportunities.


Data Management and Analysis:

Lead the collection, management, and analysis of data related to small business participation, certification activity, program utilization, and Commonwealth contracting opportunities support BISD programs, program services, and performance objectives.

Develop and present comprehensive reports, metrics, and strategic insights to inform policy development, operational improvements, and data driven decision-making.


Decision Making:

Provide strategic guidance and recommendations to the Deputy Secretary on the direction, priorities, and effectiveness of outreach, engagement, and partnerships.

Advise bureau leadership on the allocation of resources, program priorities, and strategic initiatives based on organizational goals, performance metrics, and data-driven analysis.


Leadership Responsibilities:

Provide leadership, direction, and oversight to BSI staff and cross-functional teams by fostering collaboration, accountability, professional development, and alignment with BISD’s strategic goals and operational priorities.

Promote a culture of innovation, continuous improvement, data-driven, customer focused service delivery while ensuring programs, deputate initiatives, and stakeholder engagements are executed effectively and in accordance with Commonwealth policies and objectives.

Decision Making:

The Director of BSI is responsible for making high-level, strategic decisions regarding programs, staffing, budget management, supplier relations, and continuous improvement initiatives across all BSI program areas. The role also involves making decisions that impact personnel, customer satisfaction, and operational efficiency, with a focus on meeting the Commonwealth’s overall objectives.
