Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Administers procurement activities from the development and implementation of the procurement strategy to the management of contracts and the supply base for assigned goods and services, namely vehicle / fleet procurement.

Description of Duties:

Responsible for the administration of procurement activities from the development and implementation of the procurement strategy to the management of contracts and the supply base for assigned goods and services.

Must have working knowledge of automotive industry.

Collects and analyzes commodity data and develops an understanding of market dynamics and agency needs pertaining to assigned goods and services.

Maintains an understanding of the vehicle market, how it operates, and conducts vehicle market research. Provides oversight to Agency vehicle liaisons or coordinators.

Participates in negotiations as needed, maintains a relationship with a network of vehicle vendors, analyze price trends, have knowledge of multiple vehicle types.

Able to conduct market research within the vehicle market and relay findings to agencies and also include findings within solicitations and contracts.

Maintains knowledge of baseline costs for benchmarking purposes.

Analyzes solicitation results through cost analysis and comparison to baselines.

Responsible for establishing and adhering to timelines in order to maintain contract coverage and meet agency needs. This role requires excellent communication skills and organization.

Develops and maintains working relationships with key agency personnel for assigned goods and services in order to foster a team approach to contract administration.

Ensures the appropriate solicitation documents and specifications are completed properly.
Responsible for contract administration to include monitoring agency usage and compliance to contracts as well as supplier performance and communicating supplier performance feedback.

Monitors any required corrective action plans for quality, delivery and performance.

Identifies commodity specific cost savings opportunities and reports actual savings.

Supports small business, diverse small business and veteran-owned business initiatives.

Provides updates to management and keeps them informed of tasks and progress. Shares knowledge with the other members of the Commodity team.

Reviews and prepares summaries for sole source procurement and reviews justifications for no-substitute procurements.

Performs all other related duties as assigned.

Responsible for contract administration activities from the development and implementation of the procurement strategy to the administration of contracts and the supply base for assigned commodities. Provides direction to and works closely with commodity teams.

Requirements Profile: Identify any specific experience or requirements, such as a licensure, registration, or certification, which may be necessary to perform the functions of the position. Position-specific requirements should be consistent with a Special Requirement or other criteria identified in the classification specification covering this position. Example: Experience using Java; Professional Engineer License

Experience:

Two years of experience as a Purchasing Agent (commonwealth title);

or

• One year of experience as a Purchasing Agent Supervisor or Procurement Specialist 1 (commonwealth title);

or

• Five years of strategic procurement experience, which includes researching and evaluating commodities and suppliers;

or

• One year of strategic procurement experience and a bachelor’s degree;

or

• An equivalent combination of experience and training.
