Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position assists with the provision of the Pennsylvania Outdoor Corps, which is a large-scale conservation workforce development program. This position is directly responsible for local and landscape level program implementation. The incumbent works as a member of a management team responsible for program planning, development, implementation, and evaluation.

The Outdoor Corps is a state-wide youth conservation work-skills training program that exists to train the next generation of conservation stewards, involve underserved populations in conservation and outdoor recreation, and to diversify DCNR’s workforce. This position will be responsible for other duties and assignments as the Outdoor Corps program continues to evolve.

This employee is responsible for developing collaborative partnerships at the local and landscape level to advance program goals and objectives. They are responsible for the development and execution of project work, program participant recruitment, project partnership building initiatives, delivery of training, and direct field support of projects, crews, and individual members.

This position serves as an advocate for program participant professional advancement and placement, including facilitating local alumni engagement through special events and provision of continuing professional development opportunities. This position builds rapport within the Department and with local, state, federal, and private sector partners to identify, cultivate, and deliver natural resource and outdoor recreation project work at local and landscape levels.

Work is performed independently under general direction of a regional supervisor and is reviewed for adherence to established policies, procedures, standards, and objectives.

PROGRAM PLANNING AND IMPLEMENTATION

Supports the planning and implementation of the Pennsylvania Outdoor Corps and related youth engagement programs and initiatives.

Participates in program planning.

Develops project schedules in coordination with Regional Supervisor.

Ensures that all parties are up to date on project schedules.

Advises the Regional Supervisor on program implementation issues, opportunities, and performance improvements.

Assists in research, writes, and compiles data to support grant applications and administration.

Ensures program activities comply with all applicable contracts, purchase orders, policies, and procedures.

Meets regularly with program leadership and partners to review progress, identify challenges, and improve program delivery.

Documents, addresses, and elevates program issues in accordance with established policies and procedures. Consults regional supervisor on complex or sensitive matters.

Develops project schedules and environmental education modules to support seasonal and long-term program delivery, in coordination with the Regional Supervisor.

Monitors and adjusts project schedules as needed to resolve conflicts and ensue on-time completion.

Ensures that work sites and materials are prepared for crew arrival; reports and helps resolve recurring partner compliance issues with the Regional Supervisor.

Participates in regular planning, facilitation, and evaluation meetings with staff and crews.

Supports program expansion through the recommendation of new and/or specialized crews.


TRAINING AND DEVELOPMENT

Develops, assists, delivers, and evaluates training for internal and external program partners on conservation practices, professional development, safety, and related topics.

Conducts field-based training such as, herbicide application, trail building, and light construction.

Facilitates professional development activities for program participants and supports alumni career advancement and employment placement.

Serves as a professional resource for program participant professional development.

Develops and delivers trainings on conservation and professional development topics, programs, services, and opportunities.

Participates in required in-person and virtual trainings held across Pennsylvania, including leader and member trainings, field visits, and debrief sessions.

Attends professional development seminars, conferences, workshops, and trainings to enhance personal and programmatic knowledge and skills.


PARTNERSHIPS AND OUTREACH

Cultivates partnerships with community organizations, educational institutions, local governments, conservation districts, and other agencies to further program goals.

Communicates with program partners to develop, coordinate, and deliver project schedules and ensure alignment with program standards.

Coordinates with program partners to ensure projects provide high-quality outcomes and meaningful participant experiences.

Develops outreach materials, visual media, and delivers presentations on program operation, performance, recruitment, and partnership opportunities.

Facilitates local recruiting activities, including establishing and maintaining recruitment partnerships, attending community events, and delivering presentations.

Hosts dignitaries and produces special events in partnership with DCNR officials, other agencies, and program partners, ensuring proper follow-up.

Conducts alumni engagement activities including engagement events and continuing education opportunities; and supports newly hired program alumni in transitioning to State employment.

Maintains effective working relationships with federal, state, and local government entities, conservation districts, advocacy groups, constituents, contractors, and other groups to implement and monitor effectiveness of program actions.

Cultivates partner relationships with local entities to develop program recruitment pipelines.


PROGRAM OPERATIONS AND LOGISTICS

Plans and executes logistics to move supplies, equipment and personnel statewide to meet program needs.

Prepares and delivers presentations both in person and remotely.

Ensures compliance with safety rules and procedures for all field operations and training activities.

Operates and maintains Commonwealth vehicles, tools, and small equipment safely and responsibly.

Advises program participants on safe operation of tools and equipment.

Interfaces directly with program service providers to ensure work is completed in accordance with contract requirements.

Handles Personally Identifiable Information (PII) in accordance with all applicable laws, policies, and procedures.

Travels regionally and statewide to meet and collaborate with contractors and partners, and program staff.

Participates in key seasonal events including training sessions, All Corps Gathering, debrief meetings, and planning retreats.

Answers program related questions verbally and in writing.


REPORTING AND EVALUATION

Compiles and produces programmatic reports detailing work outputs, participant data, and outcomes.

Prepares studies and reports on participant performance and advocates for the advancement and placement of program participants, as appropriate.

Develops and conducts feasibility studies on potential program expansion areas.

Assists with data collection and analysis to evaluate program effectiveness and identify improvement opportunities.

Prepares letters, reports, memoranda, and other correspondence to support program documentation and communication.

Essential Functions

 1. Drive to program sites and work locations throughout Pennsylvania; frequent weekend and evening hours required
 2. Overnight in hotels, campgrounds, tents, and other accommodations throughout the year
