Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This primary function of this position is to provide technical and engineering work to support the implementation, planning, management, compliance and permitting programs associated with water obstruction, encroachments, and wetland protection related to Chapter 105/106 as well as to provide technical and engineering support for erosion and sediment (E&S) pollution control, NPDES construction permitting, and post construction storm water management (PCSM) related to Chapter 102. Promote the Departments mission. This position performs a variety of engineering work supporting implementation of Chapter 102, 105 or 106 authorizations. The position resides within the Operations Section of the Waterways and Wetlands Program in the Northeast Regional Office. If this position is filled as a civil engineer trainee, the individual will serve a 12-month training period. During this training period, there will be greater oversight of the employee's duties, formal training, and on the job training to perform the Civil Engineer Trainee duties and implement the objectives of the Waterway and Wetlands Program. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Reviews individual and general Water Obstruction and Encroachment (WO&E) permit applications for required completeness and technical adequacy and conformance to program standards to ensure that all necessary modules, attachments, and data are included. Reviews individual and general NPDES/E&S permit applications and companion erosion and sediment control and post construction stormwater management plans for required completeness and technical adequacy and conformance to program standards to ensure that all necessary modules, attachments, and data are included. Makes appropriate determination of fee categories and that correct fees have been submitted; applications are reviewed to determine that all data have been submitted and the draft PA Bulletin notice is prepared for review/publishing. Drafts completeness and technical review correspondence to applicants for review by Permit Section Chief. Prepare Record of Decision (ROD)/Fact Sheet and makes permit recommendations to the Section Chief related to applications for projects. This review involves general to complex engineering problems in stormwater management to assure adequacy and conformance with the Department's Rules and Regulations. Suggests new or adjustments to existing permitting strategies; and/or suggests new General Permits (GPs); and/or identifies issues encountered and recommends solutions to Section Chief that would reduce workload and improve program efficiency - while still fulfilling the overall goals and objectives of the permitting/regulatory program. Participates and/or conducts pre-application meetings with consultants, developers, public officials and property owners. Participates in flood disaster activities under the State's Emergency Preparedness Programs or the Federal Emergency Preparedness Programs. Issues Emergency Permits on a as-needed basis. Travels to field sites to complete site investigations. Completes investigation, documentation, analysis, and recommendation for enforcement action in regard to violations, complaints and illegal field activities in accordance with the Chapter 102, Chapter 105, Dam Safety and Encroachments Act and the Clean Streams Law. Completes site investigations and inspections for sites under Chapter 102 and Chapter 105. Issues Compliance Orders and Field Orders for sites under Chapter 102 and Chapter 105. Completes Administrative Orders, Consent Orders and Agreements, Consent Assessments of Civil Penalties, penalty calculations, and any other documentation as required. TECHNICAL SUPPORT: Conducts Pennsylvania Natural Diversity Inventory (PNDI) on-line searches, as needed, for identification of potential impacts to specific species including threatened or endangered species and special concern species. Provides assistance to County Conservation District and DEP Regional/District Offices for the review of erosion and sediment control and stormwater permit reviews for projects. Provides technical assistance and interpretation of the Dam Safety and Encroachments Act, Storm Water Management Act, Comprehensive Stormwater Management Policy, Flood Plain Management Act, Clean Stream Laws, Clean Water Act related to NPDES Construction and E&S permitting, and the Chapter 91, 92, 93, 102, 105, 106 regulations. Calculates watershed drainage areas, gathers background information and identifies property owners from use of State and County mapping websites to assist in responding to enforcement cases or program permit requirement inquiries. Attends meetings and participates in programs and seminars to communicate to the general public, governmental officials, engineering groups, and others the varied permitting program areas. Assists in the development and implementation of Post Construction Stormwater Management (PCSM) efforts on a statewide and regional level in conjunction with E&S Permit and NPDES Phase 2 Permit Requirements. Provides engineering advice and guidance to the general public, governmental officials, engineering groups, and others concerning the application of applicable laws, rules and regulations. Establishes and maintains a good working relationship with other federal, state, and local agencies having regulatory and management programs that overlap the Department. Serves as a witness at district courts, County Court, Environmental Hearing Board, and Commonwealth Court in Commonwealth initiated legal actions to effect compliance with applicable statutes. Inputs data into eFACTS and follows Standard Operating Procedures with regards to Department’s Permit Review Policy. Uses eFACTS and other measures to manage and ensure permitting timeliness. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Participates in Department and Regional activities, programs and seminars. Maintains current engineering and scientific knowledge base and utilizes the latest technology practices in the performance of required duties. When necessary, assists in the determination of appropriate enforcement action to be pursued against a violator to assure compliance and coordinates with appropriate regional compliance staff. COORDINATION: Provides cross-program coordination services at the direction of the Section Chief and/or Program Manager with the various Departmental Programs that have authority to process permits/authorizations under Chapter 102 and Chapter 105. (e.g. regional offices, Oil and Gas, Dam Safety, Flood Protection, Mining) OTHER: Perform other duties as required by the Section Chief and/or Program Manager to effectively implement the Program.
