Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position reports to the Administrative Officer 3, SPEED Office of Program Integration. This position is responsible for assisting in the implementation and operation the SPEED program for DEP. This position provides staff assistance to the SPEED Program on a wide variety of administrative, policy, permitting and programmatic issues of agency-wide significance. The person in this position must possess knowledge of Commonwealth permitting, revenue collection and payment, purchasing and budgeting procedures. This position collects, analyzes and interprets financial and budgetary data, including permit program revenues and expenditures by utilizing new and existing databases, spreadsheets and reports in developing and implementing the budget for programs in the Program. This position works with top officials on highly sensitive and/or controversial issues and resolves issues under the Administrative Officer 3 purview. This includes managing information, conferring with specialists in the area, compiling and analyzing the information, and preparing reports of findings and recommendations for Program consideration. High level management, organizational and administrative skills are essential for this position, along with the ability to take initiative, lead meetings and work independently with little direction, once the SPEED Program's process is learned. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Reviews current practices, analyzes effectiveness of operations and develops more efficient policy and procedures for the SPEED Program. Develops and maintains a variety of databases and spreadsheets to monitor, track and audit information relative to aforementioned duties and responsibilities. Attends and serves as a designated lead on various task forces and committees for the issues related to these groups and develops decisions and recommendations for the Program. Studies all policies and operational procedures to ensure the most efficient operations of the Programs and resolves any problems. Develops written operation procedures to be used by the SPEED program. Attends staff meetings as necessary. Follows up on any administrative matters that arise as a result of those meetings Fiscal Management duties, including but not limited to: Assisting Qualified Professionals (QP) with registering as a vendor with the State. Ensure payment made through SNAPPAY for expedited permits are applied appropriately. Track and assist with assignment of work to a QP. Assist program with evaluating the recommendation report from the QP and ensure prompt payment upon acceptance. Assisting SPEED Applicants with making payments to the SPEED Program through the Public Upload for Payment (PUP) system, verifying these payments and assigning the appropriate tasks to staff within the PUP system. Prepare the necessary forms and justification to support the SPEED Program. Coordinates, communicates and works with Bureaus, Offices and other programs on special projects, as needed. Uses SAP and Business Analysis to regularly review and monitor various funds by accessing various reports within the system, as well as reviewing various other inquiry information to assure proper account coding. Expenditures are compared to provide an analysis for the spending plan, making adjustments as necessary. Must be proficient in computer skills to present clear and concise financial reports using various programs such as Excel and Word. Approved expenditures for operating costs. Program Support duties including, but not limited to: Serves as the back-up for the Field Operations Administrative Officers in matters pertaining to the agency in the event of a long-term absence or vacancy. This may include fiscal, human resource, and procurement support as well as any other need the Deputate Program may require that cannot be accomplished through available staff. Promotes the Department's mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training and policy across all of DEPs electronic data systems; to include ensuring accuracy and completeness of entries and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
