Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. An employee in this position will report to the Nonpoint Source Management Division, Watershed Support Section, Group Manager in the Bureau of Watershed Restoration and Nonpoint Source Management (BWRNSM). The employee provides administrative and technical support for implementation of federal and state grant programs, including Section 319 Nonpoint Source Management, Growing Greener, and Conservation District Watershed Specialist funds. Duties emphasize preparation of reports, communication of status of multiple federal and state project commitments and expenditures, management of contracts and non-solicitation request agreements, and development of standard operating procedures for fiscal oversight and management. The responsibility of this position includes developing and implementing standards for compiling fiscal reports as well as project-specific reports from and for databases, including PracticeKeeper, eFACTS, and the EPA Grants Reporting and Tracking System (GRTS). |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The Employee is engaged in administrative and data management activities. The position manages data systems and reporting for state and federal nonpoint source management grant programs, including but not limited to Growing Greener, Watershed Specialist, and Section 319 Nonpoint Source Management funds. The employee is assigned to the Nonpoint Source Management Division with focus on providing administrative and technical assistance to the Watershed Support Section. Work assignments are received from the Group Manager based on need and priorities. The employee will support staff and assist with contracts, grant agreements, invoices, and reporting for the Watershed Support Section. Tracks federal and state grant spenddowns and informs the supervisor regarding status of grants and report outputs. Communicates with staff, contractors, vendors, and grant subrecipients to ensure scopes of work and reporting are conducted in a timely manner and meeting federal and stated reporting requirements. Prepares regular reports, such as monthly funds commitments reports and Grants Status Reports, and shares the information with supervisor and staff to ensure consistent communication with the project managers and subrecipients. Prepares and proposes standards based on analysis of data and presents alternative approaches and recommends the most appropriate course of action to the supervisor as needed. Develops Standard Operating Procedures (SOPs) and administrative guidance to inform staff of funding program reporting standards and other data collection and reporting standards. Uses databases, such as Practice Keeper, eFACTs, and the EPA Grant Reporting Tracking System (GRTS) to report information and compile data as requested by internal and external parties and partners. Works directly with the DEP Bureau of Fiscal Management and the DEP Grant Center to ensure accurate information in tracking reports and relevant data systems. Provides assistance by reviewing quarterly invoices and reports for mathematical accuracy and provides those reports for Section Chief and Division Chief signatures. Responds to internal and external requests for information. Promotes the Department’s mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
