Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Assist in developing and implementing a uniform enforcement program for the Southwest Region's Clean Water Program, pertaining to the Pennsylvania Clean Streams Law and the Rules and Regulations promulgated thereunder.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Developing compliance strategies to deal with specific cases.

Assisting in the preparation of Notices of Violation, Consent Assessments, Summary Complaints, Consent Order and Agreements, Orders, and assessing civil penalties.

Conducting enforcement conferences and testifying as an expert witness in enforcement cases before Magistrates, the Environmental Hearing Board or the Courts.

Coordinating compliance activities with the Office of Chief Counsel including consultation with attorneys and providing detailed briefs on cases referred for legal review.

Assisting Department staff in resolving problems involving enforcement actions by review of required enforcement documents, preparing documents for enforcement action and review of case files.

Training Department staff to prepare cases for enforcement action. This would include utilizing all available enforcement tools and ensure that they are uniform and contain the violation(s), cite appropriate Rules and Regulations. Indicate corrective actions needed with time limits for their accomplishments, and calculating civil penalties.

Coordinating enforcement activities with other programs utilizing the Department's Environmental statues including the Pennsylvania Solid Waste Management Act, Municipal Waste Planning, Recycling and Waste Reduction Act, the Pennsylvania Storage Tank Act, the Pennsylvania Land Recycling and Environmental Remediation Standards Act, the Dams and Encroachment Act including all Rules and Regulations promulgated thereunder.

Loading all escalated actions (above NOV) into eFACTS and update eFACTS as necessary to track penalties and compliance milestones.

Preparing various enforcement reports as required by the Department.

Reviewing and commenting on proposed enforcement policies and procedures.

Coordinating with and briefing Central Office on enforcement activities involving controversial issues or significant public concerns, research case files and prepare case histories and documentation for use in enforcement cases.

Prioritizing enforcement cases.

Provides information to news media as appropriate or requested to describe enforcement activities.

Review water quality management facility discharge monitoring reports to determine appropriate enforcement action and participate in periodic DMR review meetings.

Provide information in response to requests from facility operators, government officials, consultants, special interest groups, and the public on departmental program, function, rules and regulations.

Respond to public inquiries on issues pertaining to environmental assessment, compliance history, and specific permits and permit applications. Attend public hearings and public meetings.

Promotes the Departments mission.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Attend statewide Compliance Specialist meetings and other meetings as required.

Work on special projects as assigned.

Follow all applicable Standard Operating Procedures.

Function as Regional Clean Water Late Application Coordinator.

The immediate supervisor assigns specific assignments with time schedules, and it is the compliance specialist's responsibility that they are completed. Work is reviewed through reports, conferences and staff meetings.
