Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is involved in performing engineering work in the field of hydrology and hydraulics as required for implementing the statewide programs on waterway management and flood plain management mandated by the Dam Safety and Encroachment Act, The Clean Streams Law and the Flood Plain Management Act. These duties are under the direction and oversight of a responsible licensed professional engineer within the Permits Section of the Program.

If position is filled as Environmental Engineering Trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of an Environmental Engineering Specialist.

Description of Duties:

The employee will perform a variety of duties within an assigned geographical area of the Commonwealth involving the regulation of the facilities to ensure compliance with the Commonwealth's Rules and Regulations, permits and environmental laws.

General Roles and Responsibilities:
• Follows Standard Operating Procedures (SOPs).
• Reviews permit applications and draft Record of Decision (ROD).
• Enters appropriate data into eFacts.
• Drafts deficiency letters with regulatory citations.
• Identifies issues encountered and recommends solutions to Section Chief.

Conducts engineering reviews of erosion and sedimentation control plans and post construction stormwater management plans submitted with applications for Department permits. Reviews are conducted using available policy and procedures, including the Department’s Erosion and Sediment Pollution Control Program Manual and Stormwater BMP Manual.

Specific duties include review of hydrologic and hydraulic computations, design and installation of channels of conveyance and best management practices, stabilization measures, construction techniques, materials specifications, soils and agronomic considerations.

Provides technical assistance to Conservation District technical staff in reviewing erosion and sedimentation control or post-construction stormwater management plans for proposed project sites.

Performs inspections of existing category 1 and 2 dams in accordance with the schedule established by the Division of Dam Safety and provides written reports describing the current condition.

Performs inspections of permitted dams under construction in accordance with the established schedule and provides written reports as the current status and progress.

Responds to complaints regarding dams, stream encroachments, water obstructions, earthmoving activities, post-construction stormwater management BMP implementation, and wetlands to make determinations of jurisdiction, provides technical assistance, and makes recommendations to resolve the violation(s), if applicable, under the Clean Streams Law, Dam Safety and Encroachments Act, and Flood Plain Management Act.

Prepares the necessary reports, correspondence, support, etc. required as follow-up to complaint investigation to the CRI Section or other staff within the Waterways and Wetlands Program or Southcentral Region.

Recommends enforcement actions to be pursued against a violation to assure compliance and coordinates the necessary action with the CRI Section and appropriate Litigation Office.

As assigned, may conduct engineering reviews of encroachment permit applications using both conventional and recently developed methods of hydraulic and hydrologic analyses. The incumbent in this position is also knowledgeable of the methods of construction and theory of hydraulic structures such as bridges, culverts, stream enclosures, detention basins and flood control projects.

As assigned, reviews requests for waiver of permits for dams, water obstructions and encroachments to determine if a project meets the provisions for a waiver of permit in accordance with the Rules and Regulations.

As assigned, reviews requests for emergency permit for dams, water obstructions and encroachments to determine if an emergency permit can be granted in accordance with the Rules and Regulations.

Interprets the Rules and Regulations to answer questions or situations confronted with.

Attends technical training sessions for conservation districts.

Attends meetings to communicate to the general public, governmental officials, engineering groups and others the varied water resources program areas of the Department.

Establishes and maintains a good working relationship with other federal and state agencies having regulatory and management programs that overlap the Department.

Participates in flood disaster activities which may include short-term assignments to the field under the state or federal emergency preparedness programs, and issues emergency permits from the field office for all types of temporary structures under the Dam Safety and Encroachment Act.

Employee will input necessary data into Departmental tracking systems to accurately reflect work performed during specified time periods.

Operates a motor vehicle to travel to various field sites.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

The trainee level requires direct supervision by the supervisor for a period of 12 months, not to exceed 24 months. Employee performance is reviewed under the Commonwealth’s EPR system, with a review occurring at least semi-annually.

All engineering work performed by the incumbent in this position will be under the responsible charge and review of the Civil Engineer Manager Hydraulic.

Supervision is provided by the Dam Safety, Waterways & Wetlands Section Chief who along with the Program Manager provides assistance and/or guidance on difficult individual problems. The employee is responsible for establishing completion schedules, priorities, and final resolutions within established program guidelines. Work is reviewed upon completion by the Section Chief for completeness, technical accuracy and quality.
