Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position whose function is responsible for all planning, developing, directing, coordinating, and administering of program services at Southeastern Youth Development Center, a secure residential treatment facility for adjudicated delinquent youth. This position reports to the Facility Director and has the authority to act as the Director in his absence.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Directs two Treatment Units through the supervision of two YDC Supervisors, developing goals and objectives, reviewing/evaluating work, in order to ensure the planning and coordination of overall programming, supervision, cost efficiency and treatment undertaken in the Units; and that quality child care services are provided.

Participates in policy planning and establishing of administrative procedures.

Ensures that the Master Case Planning System is operative for each resident in the Units in order to provide accountability and to guarantee a quality treatment program for residents assigned to those Units.

Ensures the implementation of a quality program in the Units by guaranteeing there is an individual counseling program, group counseling program, and Unit program activities, in order to provide a quality treatment program for residents assigned to those Units.

Ensures that Unit members function as a team through supervisory meetings, team meetings, and training, in order to provide effective and quality child care services.

Serves as a child abuse investigator. Investigates all allegations of
suspected abuse in compliance with DHS policy, as well as investigates issues associated with programmatic inefficiencies or issues designated by the Director. Maintains confidentiality throughout investigation and any ensuing disciplinary actions.

Administers disciplinary measures in complex situations not handled by lower level Supervisors. Provides counseling in specialized or complex cases to troublesome or emotionally disturbed youth.

Coordinates in-service training programs for the development of all staff and facilitates the participation of staff in this training, in order to provide quality child care services.

Reviews recommendations and summaries to the Courts supporting the release or retention of residents. Reviews records for comprehensiveness and quality.

Participates in the policy planning and supervision of the Advocacy Aftercare Program.

Inspects physical plant on a regular basis to ensure that goals and objectives are developed, reviewing and evaluating the operations to assure that a wholesome and clean environment is maintained in order to foster the proper development of residents assigned to the units.

Meets with families or other interested parties of residents to discuss their adjustment. Confers with Judges, Probation Officers, Policy, Social Agencies, community and educational groups interpreting the institutional program and objectives and develops cooperative working relationships.

Directs and establishes policy to ensure the implementation of a quality work training program.

Organizes and implements Mental Health and Drug and Alcohol Services to provide such services to residents as needed.

Coordinates services provided by consulting psychologists to ensure a continuum of services in the development of each resident’s treatment plan.

Must attend and participate in staff meetings, supervisory conferences and employee training programs, including but not limited to Crisis Intervention/Suicide Prevention, Safe Crisis Management, CPR/First Aid, Cultural Diversity and Certificate Programs relating to: general counseling, substance abuse, mental health and/or developmental disabilities, in order to develop and maintain position skills.

This position must be capable of making decisions related to the entire program. Treatment, supervisory, scheduling and maintenance decisions are examples of areas where expertise is needed. There are many issues that arise and they must be managed effectively. Some decisions regarding serious matters should only be made after conferring with the Facility Director. If a situation develops where the Manager does not have the knowledge needed to correct a problem, decisions should be deferred until appropriate people have been involved.
