Position Purpose:

The regional office has three sections under the direction of the Clean Water Regional • Manager. These sections are: Planning, Permits, and Monitoring & Compliance. This position is assigned to the Permit Section under the direct supervision of the Environmental Engineer Manager. The Permit Section is primarily responsible for review of NPDES permit applications required by the Federal Clean Water Act and Water Quality Management permit applications required by the Pennsylvania Clean Streams Law. The work products are
reviewed by the Environmental Engineer Manager.

If this position is filled as an environmental engineering trainee, the individual will serve a 12-month training period. During this training period, there will be greater oversight of the employee's duties, formal training and on the job training to perform the Environmental Engineering Specialist duties and implement the objectives of the Clean Water Program.

1. Responsible for the review of applications for NPDES Permits required by the CWA • for discharges of treated wastewater to Pennsylvania streams.
2. Responsible for review of plans and specifications for applicants for permits required by the Pennsylvania Clean Streams Law. These include permits for large sewer systems, pump stations, force mains, sewage treatment plants and industrial waste treatment facilities. Plans and specifications are reviewed to determine adequacy of design as compared to acceptable engineering practices and the Department's various manuals and guidelines. Necessary revisions are sought and permits are ultimately issued or denied. Field inspections are occasionally conducted subsequent to permit issuance to verify that the facilities were constructed in accordance with the approved plans. Assistance with this aspect will be provided as required.
3. Responsible for review, tracking and outreach associated with various stormwater activities, including but not limited to: Nine-Minimum Controls, CSO hydraulic characterization studies, and Long-Term Control Plans submitted pursuant to Pennsylvania's Combined Sewer Overflow Strategy; Notices of Intent for coverage under the Department's CSO General Permit; MS4 Notices of Intent and Individual applications and PRP Plans; Notices of Intent and Individual Applications for Municipal Separate Storm Sewer Systems; Notices of Intent for coverage under the Department's Industrial Stormwater General Permit; and Individual Industrial Stormwater Permit Applications.
4. Responsible for the dissemination of the Department's policies through personal and telephone contact including information on permits, stormwater, combined sewer overflows, basic concepts of whole effluent toxicity-testing, the total residual chlorine policy, water quality criteria, the various general permits, special protection water procedures, the toxics strategy and all other policies and procedures now in use in the permits section or to be assigned to the permits section.
5. Follows Standard Operating Procedures (SOPs).
6. Reviews permit applications and draft a Fact Sheet.
7. Enters appropriate data into eFacts and WMS.
8. Drafts deficiency letters with regulatory citations.
9. Identifies issues encountered and recommends solutions to Section Chief.
10. Promotes and exemplifies the Department’s Mission, Vision, and Values in all aspects of work performance and professional conduct.
11. Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives.
12. Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues.
13. Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems.
14. In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness.
15. Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements.

Assignments are designed to develop the employee's technical proficiency. Work Assignments increase in scope and complexity as the employee gains technical proficiency in the work. Once the employee demonstrates the ability to perform the work, specific assignments are given and the employee performs the work under the technical guidance of the supervisor. Work is reviewed in progress and upon completion for personal development, completeness, technical accuracy, and quality. Direct supervision by an Environmental Engineer Manager who is, in turn, under the Clean Water Program Manager.

Supervisor generally assigns projects and reviews progress on a periodic basis and as needed on key cases. Upon completion of the review of a permit application, a written summary of the key issues included in the case, are prepared for submission to the supervisor for his review and approval. Permit applications and other assignments are generally assigned based on type of application, existing workload, area of expertise and experience. In addition to general supervision, each individual's workload is reviewed on a periodic basis within depth with additional assistance on an "as-needed" basis.
