Position Purpose:

The Bureau of Safe Drinking Water, Division of Interstate Water Resource Management (IWRM) delivers planning, development, implementation, and evaluation of statewide policy and program activities to promote interagency and interstate cooperation of shared water and coastal resource issues.

The Great Lakes Program (GLP) coordinates and implements the Commonwealth’s Great Lakes water quality and watershed-related program initiatives including commitments under the Great Lakes Water Quality Agreement, Great Lakes-St. Lawrence River Basin Water Resources Compact, and facilitating federal funding sources such as the Great Lakes Restoration Initiative (GLRI).
The IWRM Special Projects Section coordinates activities related to interstate river basin commissions, the regulatory and technical components of the Coastal Resources Management Program (CRMP), and CRMP Bipartisan Infrastructure Law grant and project activities, and provides implementation support to the GLP’s GLRI activities and DEP source water protection programs.

This position reports to the IWRM Special Projects Section and delivers a variety of high-level duties in support of the GLP. Funded by the United States Environmental Protection Agency (EPA), the primary responsibility of this position is to serve as an environmental water policy and program support specialist for Pennsylvania Great Lakes Basin and associated binational, interstate, state, and local initiatives.

Description of Duties:

This position is primarily responsible for providing the GLP with technical and policy programmatic support on water quality, water use, and other environmental and climate-related initiatives on the binational, interstate, state, and local levels in the Great Lakes Basin through: participation in committees and working groups of Great Lakes Basin governmental and non-governmental organizations; conducting planning in support of DEP programs; coordinating with other DEP programs and regional offices; and assuring consistency with other Pennsylvania state agencies.

This position will, as assigned and needed, participate in interstate committees and working groups associated with the Great Lakes Water Quality Agreement, Great Lakes–St. Lawrence River Basin Water Resources Compact and Agreement, Great Lakes Commission, and those of other Great Lakes Basin binational governmental and non-governmental organizations such as the International Joint Commission, Great Lakes Fishery Commission, and Great Lakes-St. Lawrence Governors and Premiers.

This position will contribute to clear, consistent, accurate, and effective Great Lakes Basin management approaches to water quality, water use, and other environmental and climate-related initiatives by evaluating and developing technical and policy-related briefings and reports. Assures coordination and consistency with other DEP programs such as Coastal Resources Management, Clean Water, Safe Drinking Water, Waterways and Wetlands, and their associated operations in DEP regional offices.

Lead the implementation of the Pennsylvania Lake Erie Phosphorus Reduction Domestic Action Plan, track and report data and progress to Great Lakes governmental entities, perform updates to the plan as prescribed, and coordinate with other GLP staff to implement phosphorus and nutrient reduction programs and projects.

Assist in development and implementation of a Pennsylvania Great Lakes Basin climate resiliency program and associated initiatives as determined by commitments under the USEPA Great Lakes Restoration Initiative Management Assistance Agreement and Great Lakes Restoration Initiative Action Plan. Coordinate with interstate, state, county, and local governmental and non-governmental organizations on planning, project implementation, and consistency with the Pennsylvania Climate Action Plan.

Assist in development and implementation of environmental justice focused initiatives in Pennsylvania Great Lakes Basin as determined by commitments under the USEPA Great Lakes Restoration Initiative Management Assistance Agreement and Great Lakes Restoration Initiative Action Plan. Coordinate with the DEP Office of Environmental Justice to assure consistency in program and project activities.

Assist in coordination of Great Lakes aquatic invasive species policies and program approaches with governmental and non-governmental entities including Pennsylvania Fish & Boat Commission, the Governor’s Invasive Species Council, Great Lakes and St. Lawrence Governors’ and Premiers’ Aquatic Invasive Species Task Force, and others.

Lead the Pennsylvania Great Lakes Water Conservation and Efficiency Program and develop new approaches and partnerships to improve water use reporting and increase water conservation and efficiency. Responsible for development and submission of annual Pennsylvania Great Lakes water use reporting as required by interstate compacts and the review of basin-wide water use reports.

Serves as a liaison, as needed, to interstate agencies, intergovernmental working groups, environmental affiliations, other states and Federal Offices and local government entities on GLP priorities, regional initiatives, emerging technical issues and industry trends.

Contributes to GLP strategic planning and program development.

Promotes the Department’s mission.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Occasional overnight travel is required.
