Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The incumbent will participate in a one-year formal and on-the-job training program to learn the duties of a Sewage Planning Specialist 1. The work products produced; i.e., memos, reports, letter, etc. are reviewed by the supervisor before being issued or released. This position is responsible for the implementation of all activities relating to the Pennsylvania Sewage Facilities Act (Act 537) and portions of the Clean Streams Law of Pennsylvania within the Southeast Regional Office.

Description of Duties:

Responsibilities under the Pennsylvania Sewage Facilities Act (Act 537) and the rules and regulations promulgated, thereunder, (PA Code Title 25, Chapters 71, 72, and 73) include:

New Land Development - This involves:

Providing information to the public, municipal officials, engineers, and attorneys by telephone, correspondence, and meetings regarding all applicable federal, state, and local rules, regulations, guidelines, and administrative policies about new land development, to help assure regional and state-wide consistency and effective program compliance.

Participates in reviewing applications for sewage facilities planning modules in relationship to the Chapter 94 Wasteload Management Reports, the Pennsylvania Natural Diversity Inventory, High Quality and Exceptional Value Special Protection Watersheds, and documented areas of hazardous geological conditions to determine appropriate planning requirements.

Reviewing planning modules for new land development for completeness, within a legislative mandated time period of 10 working days.

Assist in evaluation of planning modules for technical compliance, including consistency with Chapter 94 Wasteload Management Reports, within legislative mandated time frames.

Assist in conducting field investigations, surveys, and consultations for new land developments, involving community on-lot systems, large volume community on-lot systems, spray irrigation systems, rapid infiltration systems, experimental and alternate systems, individual stream discharge package plants, and other applicable methods of sewage disposal.

Assists in coordinating reviews with the hydrogeologist on projects that require hydrogeologic studies in subdivisions, utilizing on-lot disposal systems with high density development or areas of hazardous geologic conditions, and on projects utilizing large volume community on-lot systems or spray irrigation systems.

Assists in coordinating reviews with the soil scientists on projects involving permeability studies and determination of the most restrictive soils horizon, such as projects that utilize large volume community on-lot systems, rapid infiltration systems, or spray irrigation systems.

Participates in preparing and conducting training for Sewage Enforcement Officers, engineers, attorneys, and municipal officials.

As necessary, assists in preparing and delivering testimony before the Environmental Hearing Board, and before County and State Courts, relating to the defense of Department final actions.

Follows Standard Operating Procedures (SOPs).

Reviews permit applications and draft Record of Decision (ROD).

Enters appropriate data into eFacts.

Drafts deficiency letters with regulatory citations.

Identifies issues encountered and recommends solutions to Supervisor/Section Chief.

Local Agency/Sewage Enforcement Officer Oversight Program - This involves:

Providing information and guidance by telephone, correspondence, and attending meetings to local agencies and their designated Sewage Enforcement Officers about the rules, regulations, policies, and procedures of the Act 537 Program.

Participates in preparing and conducting ongoing training for Sewage Enforcement Officers and municipal officials on the rules, regulations, policies, and procedures of the Act 537 Program, and providing timely training when changes to the Act 537 Program occur.

Assists in the evaluation of program plans of county health departments for consistency with Act 537.

Conducting evaluations of local agencies (i.e., county health departments and municipalities) and their designated Sewage Enforcement Officers, in relation to the Act 537 program, including survey of key personnel, review of applicable files, and analysis of available data.

As necessary, preparing "Notice of Violation" letters to local agencies and Sewage Enforcement Officers citing appropriate rules and regulations, indicating corrective action required, and time limitations for compliance.

Private Requests to revise Act 537 Plans - This involves:

Obtaining comments from the municipality, county planning agency, and county health department regarding the private request.

Assists in evaluating validity of private requests based on the request, the municipal response, county planning agency comments, county health department comments, and all applicable rules and regulations.

Preparing denials of private requests or orders to municipalities to revise their Act 537 Plans based on the evaluations done.

Coordinating the Department's actions on private requests with the Department's attorneys.
Responsibilities under the Clean Streams Law include:

Part II Construction Permits for Large Volume Community Systems - This involves:

Participates in reviewing permit applications (Part II WQ) to ensure consistency with the planning approval and technical adequacy of the proposed facilities based on state guidelines.

Preparing letters, memoranda, reports, and utilizing telephone contacts and meetings to exchange information with the applicant, project engineer, applicant's attorney, other regulatory agencies, and groups or individuals that may have concerns about the proposal.

Assists in coordinating and conducting pre-construction conferences with the applicant, project engineer, builder/contractor, and other Department's personnel to discuss the conditions of the permit, construction plans, details, and inspection schedules.

Inspecting of permitted sewerage facilities throughout construction to assure conformity with approved permit design.

Pump and Haul - This involves:

Participates in developing Southeast Regional pump and haul requirements, which includes criteria for the dismantling of the pump and haul and the schedule of implementation of the long-term sewage facilities, to ensure public health and safety and the timely implementation of the proposed long-term sewage facilities.

Assists in evaluating pump and haul applications for compliance with regional policy and determining adequacy of the agreements, including the escrow accounts between developers and municipalities, to ensure the necessary municipal involvement and responsibility.

Monitoring new developments for compliance with approved pump and haul agreements.
Responsibilities under permit coordination involves cooperating and communicating with other bureaus and programs through the Form I process, to assure that projects receive all necessary approvals and permits.

Public Information Program - This involves:

Planning, scheduling, organizing, conducting, and attending meetings and serving as a liaison with local, county, other state, and federal officials, consultants, and the public and otherwise supporting community relations programs.

Participating with community relations' staff in the development of responses to inquiries from the public, local officials, the press, and other interested parties.

Responsibilities in the Pollution Prevention Program involves:

Providing information to municipalities, consultants, and developers on the requirements of the Pennsylvania Sewage Facilities Act and Clean Stream Law, as it relates to the provision of proper sewage facilities needed to prevent pollution.

Working to prevent and eliminate pollution of waters of the Commonwealth, by coordinating planning for the sanitary disposal of sewage wastes with a comprehensive program of water quality management.

To encourage the use of the best available technology for sewage disposal to prevent or eliminate pollution.

Ch. 94 Municipal Wasteload Management - This Involves:

Reviewing annual Chapter 94 Reports and preparing correspondence to permittees of sewage collection, conveyance and treatment facilities.

Correspondence may include, but is not limited to, Chapter 94 report deficiency letters, notifications of existing or projected overloads, Notices of Violation (NOV), and responses to inquiries regarding Chapter 94.

Assist in reviewing and overseeing Connection Management Plans (CMP) provided in response to overloads or projected overloads.

Providing input to management and appropriate Water Quality Operations staff regarding Corrective Action Plans (CAP).

Keeping appropriate databases up-to-date regarding Chapter 94 report reviews.

Status Inquiries:

Responds to status inquiries from DEP management, applicants, owners, citizens, legislators, environmental groups, and other agencies or Bureaus in a timely fashion. The response may be in the form of letters, email, memos, phone calls, and notes.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP's electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Works remotely as required.

Conducting special programs and related assignments, as directed by immediate supervisor, or section chief and/or program manager in absence of the supervisor.

Developing, maintaining, and updating program related informational database systems.

Participating in the development of guidance, policy, and procedures.

Maintaining a valid Pennsylvania Driver's license and safely operating motor vehicles.
