An employee in this position independently performs a variety of hydrogeologic and public health protection duties within the Northeast Region in connection with the utilization, development, and protection of hydrogeologic features related to the siting, design, construction, and protection of public water groundwater sources. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Provides Professional Geological determination on the siting of wells for all public water systems. 2. Provides Professional Geological surface water identification protocol (SWIP) determinations for all public water system sources. 3. Conduct Microscopic Particulate Analysis (MPA) sampling for existing non-community PWS sources SWIP cases. 4. Conduct Microscopic Particulate Analysis (MPA) sampling for Community PWS groundwater sources or SWIP cases. 5. Assist District Office staff with assessments of E.coli positive groundwater sources. 6. Evaluates hydrogeologic and/or other data submitted in conjunction with public water system permit applications. 7. Prepare professional hydrogeologic reports, provides guidance at meetings, provides testimony at hearings and acts in an advisory capacity to the field staff on hydrogeologic matters pertaining to the public water supply program. 8. Consult with and provides technical guidance to the regional field staff on complex, difficult or unusual problems pertaining to public water supplies, including assistance in the investigation of water supply contamination incidents. 9. Provides guidance to the field staff on matters involving the implementation of enforcement actions, including researching case files, preparing documentation and testifying as a witness in enforcement cases before District Magistrates, the Environmental Hearing Board, or the courts. 10. Conducts studies employing hydrogeologic principles in order to evaluate or protect hydrogeologic features related to public water systems. 11. Assists in the investigation and field activities during emergency and other special situations. 12. Performs hydrogeologic services such as responding to requests for hydrogeologic information pertaining to groundwater availability, quantity, quality, and water well siting, design and construction from the regional staff, other governmental agencies, and the public. 13. Collects and compiles hydrogeologic data, such as geophysical well logs water level measurements, cores, well driller’s logs, samples and water quality data pertaining to the public water supply program. 14. Conducts hydrogeologic studies and recommends solutions to problems concerning groundwater resource and source water protection. 15. Collects and compiles hydrogeologic data and prepares hydrogeologic maps, geologic maps, charts, and other illustrations and descriptions relating the necessary hydrogeologic information to the regional staff. 16. Reads scientific literature and attends professional meetings pertinent to the job responsibilities as needed to keep abreast of the profession. 17. Performs related work as assigned. 18. PLAN REVIEW – Evaluation of the proposals prepared by professional and/or lay individuals, for the purpose of which is to ascertain that the indicated proposal is technically in accordance with established regulations. 19. Conduct site surveys for proposed public water supply (PWS) wells. 20. Review aquifer testing and monitoring plans for proposed PWS wells. 21. Review hydrogeologic and/or engineering data submitted in conjunction with PWS permit applications involving new groundwater sources. This responsibility includes the review of modules, hydrogeologic reports, well construction details, pre and post drilling information, new source sampling (NSS) results and Zone 1 wellhead protection areas (WHPA). 22. Independently prepare Hydrogeologic Internal Review and Recommendation (IR&R) for PWS permit applications involving new groundwater sources and provide a recommendation to the Section Chief and Program Manager. 23. Coordinate PWS permit reviews with outside agencies including the Delaware River Basin Commission (DRBC), Susquehanna River Basin Commission (SRBC) and the Pennsylvania Fish and Boat Commission (PFBC) 24. Reviews Monitoring Waiver Applications (including Synthetic Organic Compounds). Utilize the ArcGIS waiver application tool and other available resources. Complete the appropriate IR&R (and other necessary documents) with recommendations for approval/denial. 25. Act as the Department’s representative at public meetings dealing with hydrogeologic issues. 26. Independently, or as a member of a statewide committee, review proposed legislation, statewide policies, technical guidance documents and regulations. Provide input, comments and recommendations to Central Office. 27. Provide practical and theoretical expertise/comments to Central Office staff for developing and/or modifying various program initiatives and guidance documents such as aquifer test guidance, SWIP, Zone 1 wellhead protection, PWS manuals, PWS modules, etc. 28. Assist and provide technical guidance to other DEP hydrogeologists. 29. Collect data on sources to develop an overall profile of the source(s) and other information to characterize the source boundaries, potential, and susceptibility to source contamination. 30. Assess the susceptibility of the source(s) to degradation from the identified potential contaminant sources. 31. Document applicable source and associated capture area locations using GPS equipment, or other software tools, for GIS project data inclusion. 32. Develop reports, including GIS maps, that incorporate information about the source(s), delineation and potential for contamination, and calculate priority ranking of the potential sources of contamination. 33. Promotes the Department’s mission. 34. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. |

Decisions are independently conveyed to applicants and consultants verbally, or through written correspondence. Problems are brought directly to the attention of the supervisor for consultation and final decision. Recommendations are provided to the supervisor through preparation of the Hydrogeologic IR&R. |
