Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Working at the direction of the State Board of Higher Education, the Executive Director shall have general supervision and direction of the day-to-day activities and administrative responsibilities of the Board. The Executive Director shall see that all actions, decisions, orders, resolutions, rules, and regulations of the Board are carried into effect. The Executive Director assists the Board to fulfill a wide range of requirements set in law, including: • development, implementation and oversight of a higher education strategic plan that includes recommendations that promote greater postsecondary access, quality, affordability and accountability; • establishment, maintenance to and updates of a database for the collection and analysis of postsecondary data to inform the Board’s policy recommendations; • oversight of key aspects of community colleges; • assess and provide technical support to ensure the fiscal stability of postsecondary institutions, if requested by an institution; • promote the coordination and cooperation of institutions of higher education to increase postsecondary credentials and degrees through the seamless transfer of credits and credentials; and • develop policy and practices designed to strengthen higher education and advance its effectiveness in meeting the workforce, economic development and quality of life needs of the Commonwealth. The Executive Director also provides support, as needed, to the Performance-based Funding Council in its development and implementation of a funding formula for state-related universities. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. • Assists the Board in providing support and policy recommendations for the Commonwealth’s public and private colleges and universities. At the request and direction of the State Board of Higher Education, examine a wide range of data and information to identify policy goals, strategies, and implementation plans for policies including but not limited to: o Creation of a database for the collection and analysis of postsecondary data to inform the Board’s policy recommendations and assess the progress of the strategic plan goals, as required in Act 69. o Development and implementation of a statewide postsecondary strategic plan via sustained engagement with a broad range of stakeholders at public hearings. o Policy recommendations for the expansion of dual credit and college transfer policies and initiatives included in Act 69 to broaden access to affordable postsecondary credentials and degrees. o Continued regulatory authority over community colleges as per Act 69. o Create cross-agency and sector approaches to developing effective responses to statewide and regional workforce credential needs. • Provide the expertise and capacity as requested by the State Board of Higher Education to engage in issues and policy development critical to the well-being of the postsecondary sector. Oversee administrative and other staff with the specific expertise needed by the Board to support its work and its agenda. • At the direction of the Board, develop and oversee a public engagement strategy that will include multiple public meetings and hearings. • Draw on extensive network of national and state-specific contacts to identify highly effective postsecondary policy recommendations for consideration by the State Board, the legislature, the administration and the higher education sector. |
