The position is responsible for reconciling and resolving discrepancies related to fees from registered owners of Electric Vehicles (EVs) and Plug-In Hybrid Electric Vehicles (PHEVs), by providing EV and PHEV owners with the opportunity to contribute to the maintenance of the road they use. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. • Reviews reports of all registered EV and PHEV vehicles in Pennsylvania to look for issues or discrepancies and to ensure that all subject registered EV and PHEV vehicles in Pennsylvania have made the correct RUC payments. • Independently places or removes administrative stops on vehicle records to flag issues that would prevent future registration until the RUC is paid in full. • Assists clerical staff in all aspects of the work conducted in the RUC Unit, as necessary. • Distributes RUC Unit work to clerical staff, as necessary. • Performs quality control reviews of clerical staff work, as necessary. • Provides customer service to internal and external customers who have questions or have discrepancies that need investigation via phone calls and emails. • Researches and resolves discrepancies with registrants and required RUC payments. • Researches and resolves discrepancies with registrants and follows plate transfers to determine if a registrant’s RUC payment is owed for the current registration period. • Assists customers who have mismatched registration periods vs RUC enrollment periods and determine appropriate payment to make the periods match. • Researches and resolves discrepancies with registrants and plate transfers to determine if a RUC has been paid in full after the plate transfer to determine if the administrative stop is to be place on or removed from the vehicle record. • Reviews and updates the monthly D- Stop reports for registrants who have not paid the RUC in full and are within 7 months of registration expiry date. • Actively participates in requirement gathering, planning, and implementation of at least the first three phases of the RUC implementation. • As needed, performs maintenance of the vehicle list, processes RUC payments, creates 30- Day, 60- Day, 90- Day and Final Reminder coupons and performs quality assurance of communications drafted by the Clerical Assistant 2s. • Performs other duties as assigned to support agency objectives and operational needs. This position independently makes determinations about fees due and adding or removing administrative stops from vehicle records impacting a registrants’ ability to register their vehicle and maintain compliance. The Clerical Assistant 3 handles questions and issues that arise from customers, researches and provides guidance on resolution independently, unless a highly complex issue requires escalation to the supervisor. |
