Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position focuses primarily on the shift supervision of the Regional Traffic management Center (RTMC) operation. Operator Supervisors in this position are responsible for supervising and supporting the operators on their shift focusing on the safe and efficient flow of traffic through the district using Intelligent Transportation Systems (ITS) devices and applications. This position is responsible for using CCTV and Advanced Traffic Management Software (ATMS) to inform the motoring public of real time traffic conditions. Operators in this position effectively communication with first responders, contracted freeway service patrol operators, media, and other affected agencies, both internal and external, to increase safety and allow motorists to make informed decisions on their commute.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

As a supervisor in the District Regional Traffic Management Center (RTMC), the incumbent keeps the region moving safely and efficiently through the coordinated use of Intelligent Transportation Systems (ITS), improved communications, and incident management techniques. This is accomplished through the monitoring of video from closed circuit TV and making independent decisions during traffic incidents regarding proper incident management procedures such as activation and content of ITS devises and communication with incident stakeholders.
Supervises the RTMC Operators. This includes supervision of daily work activities, providing necessary training to operators, conducting performance reviews and approving/disapproving leave requests. Perform necessary administrative activities associated with shift staffing schedules.
Monitor CCTV, 800 MHz radio communications, police and fire scanners, incident detector devices, and assess current roadway conditions for traffic, weather and overall operations.
Determine the area of influence of an incident and then provide traveler information by activation Changeable Message Boards (CMS) and Variable Message Boards (VMS). Utilize various ITS software packages and programs.
Report and notify necessary maintenance personnel of highway incidents and or weather condition that may present an imminent danger to the public.
Manage Service Patrol Vehicle activities by directing them to incidents and tracking/logging their subsequent actions. This includes notification to the State Police of vehicles that must be removed that are abandoned in locations that may pose as a safety hazard to the traveling public or impede emergency response vehicles.
Activate AMBER Alerts when initiated by the Pennsylvania State Police.
Create an Action Event Plan for special events such as Phillies, Flyers, Eagles, and Sixers activities, Valley Forge Casino traffic, and other regional events, etc.
Record All Calls In/Out of the TMC. Verify communications of all equipment, CCTV, CMS/VMS. Report all discrepancies in ITS devices.
Monitor existing and upcoming weather situations. Monitor/Manage RCRS statewide for closures.
Track all construction activity within the District in order to maintain situational awareness of diversion and detour routes. Monitor PEIRS website.
Facilitate communications and appropriately and proactively notify PSP, 911, PEMA, and public traffic agencies of all incidents
Create and track TMC performance measures through the creation of spreadsheets/graphs and produce monthly and quarterly reports.
Track County equipment on GIS.
Support the Incident Command Center as an ICC liaison when ICC is activated.
Provide monitoring and remote diagnostics of field equipment to detect field equipment failures, issue problem reports, and track the repair or replacement of the failed device.
Track and record all incident information. This includes updating the incident log form with information regarding who was notified, the time that the responding resource arrived at the scene of the incident, etc. Close out the appropriate section of the incident log form after the incident has been completely addressed and cleared.

Safety:

3. Immediately report to your supervisor any incident, unsafe practice, or near miss.

4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident.

5. Evaluate the contractor’s operations:

Immediately stop any unsafe actions

Engage in an ongoing safety dialogue with the contractor’s leadership.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.
Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Department Green Plan Policy:

Commit to following the Department’s Green Plan Policy (PUB 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.

Fair Labor Standards Act (FLSA):
Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.

Fair Labor Standards Act (FLSA)
Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0-hour day.

Decision Making:

Work assignments are established by the RTMC Manager. Performance standards are mutually formulated by myself and the RTMC Manager and reviewed on a quarterly basis. Emphasis on customer service, maintaining/foster partnerships, operational improvements through teamwork continuing ITS education. Attends meetings with the RTMC Manager to discuss general work assignments in addition to the duties of monitoring the area highways and providing traveler information and will review the progress and results of all work. On a quarterly basis, an Employee Performance Review for each subordinate employee will be conducted.
