Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position in the Bureau of Medical Marijuana (BMM) supports the mission of providing access to medical marijuana for patients with a serious medical condition through a safe and effective method of delivery that balances patient need for access to the latest treatments with patient care and safety. Specifically, this position will provide programmatic oversight to ensure that all permitted medical marijuana organization facilities are operating in compliance with the Medical Marijuana Act and its regulations. This position will supervise central regional field staff.

Description of Duties:

Responsible for overseeing that the following processes are assigned, tracked, logged and completed for the Facility Compliance Division: Communications, Central region permit Renewals, Right to Know Law Requests, Application for an Additional Dispensary Location, Complaints and the Master Permittee Information.

Develops interpretative guidelines, forms, instructions and protocols for Grower/Processors or Dispensary (permittees) field compliance under the BMM.

Completes compliance reports and recommendations as needed and submits in a timely manner.

Drafts and completes appropriate compliance letters as needed and submit in a timely manner.

Drafts and recommends training materials for use in field compliance. Evaluates training programs and conferences related to the medical marijuana industry or relative Commonwealth trainings for ongoing educational opportunities for field staff to attend.

Reviews for completeness and recommends outcomes to compliance applications.

Reviews and recommends compliance actions related to inspections, investigations, complaints and inquiries.

Establishes, solicits information, and issues training on the seed to sale system. This requires connecting with eligible representatives from the seed to sale system to establish and formalize the relationship for appropriate staff training materials.

Observes field staff and oversees operational inspections for new and established permits.

Conducts annual audits of each region inspection activities. Maintains and updates permittee network throughout the year and each permit cycle.

Consults with other program areas within the department, other Commonwealth agencies or local county offices to provide feedback on initiatives related to BMM field compliance.

Supervises and manages all tasks and duties for Regional Field Supervisors.

Provides assistance across regions where necessary.

Supervisors regional supervisor inspector and makes independent decisions regarding regulatory processes. Consults with Facility Compliance Division Director as required by standard operating procedures.
